GENERAL PURPOSE

Under general supervision, patrols District tideland properties in a vehicle, other mobility device, and on foot to enforce parking, park, entertainer and vending regulations; performs community service functions related to vehicular traffic . Issues citations to vehicles parked in violation of state, municipal and District parking regulations; controls and regulates vehicular and pedestrian traffic at District facilities , accidents and special events, parks, promenades and open spaces; issues citations for park permit and vending code violations, and performs related duties as assigned .

DISTINGUISHING CHARACTERISTICS

This is a non-sworn position responsible for traffic enforcement, parking control; monitoring parks, open spaces and promenades to enforce vending, entertainment and special event permit codes and guidelines as well as act as a presence within the community to address issues about vehicular traffic and District maritime operations . Assignments require considerable independent judgment and initiative .

Essential Duties And Responsibilities

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

  • Patrols the District's jurisdictional areas and properties to enforce state, municipal and District parking laws and regulations; issues citations to vehicles parked in violation of laws and regulations; maintains records of citations issued.
  • Enforces the District's vehicle abatement and towing regulations; stores/impounds vehicles from no parking/tow-away zones; following District policies and procedures, impounds vehicles abandoned on public streets, parking lots and District properties.
  • Performs vehicle and pedestrian traffic-control duties at accidents, cruise ship terminals and at special events conducted on District properties; assists and directs passengers and pedestrians at the District's cruise ship terminal and at other District facilities; assists security personnel with vehicle inspections at the cruise ship terminal.
  • Coordinates activities with personnel from jurisdictions adjacent to or contiguous with the District's jurisdictional boundaries.
  • Participates in the development of traffic and crowd-control plans for special events; reviews private-party traffic plans for events conducted within the District's jurisdiction.
  • Enforces state, municipal and District laws and regulations governing the operation of buses, taxicabs, pedicabs, shuttles and other regulated transportation vehicles at the cruise ship terminal and other District properties.
  • Prepares a variety of reports and records, including accident and incident reports, vehicle impound reports, vehicle data reports, citation reports and others.
  • Assists Harbor Police Officers and other law-enforcement officers at accident scenes and other incidents.
  • Coordinates activities with personnel from other departments and agencies as well as jurisdictions adjacent to or contiguous with the District's jurisdictional boundaries.
  • Responds to complaints and inquiries from the public; provides directions and otherwise assists the public, including visitors and tourists in a customer friendly manner.
  • Patrols the District's park areas, promenades and open spaces to enforce state, municipal and District laws and regulations; issues citations to individuals or groups in violation of laws and regulations; maintains records of citations issued.
  • Exercises responsive customer service in both speech and manner when in contact with the public, other municipalities and fellow departments.
  • May testify in court proceedings as required.

Qualifications

Knowledge of:

  • State, municipal and District laws, ordinances and codes regulating vehicle parking and vehicles for hire.
  • State, municipal and District laws, ordinances and codes regulating special events, park permits and general use of the District's parks, promenades and open spaces.
  • District park locations, capacity and a working knowledge of how the different agencies regulations and codes impact the District's permit process.
  • San Diego County geography, roadways and major tourist attractions.
  • Report writing and recordkeeping methods and practices.
  • Basic arithmetic and math.
  • Safety practices pertaining to the work.
  • Customer service principles, practices, and techniques.
  • Methods, practices and techniques of vehicular and pedestrian traffic control.
  • Safe and proper use of barricades, cones and other devices used in traffic control.

Ability To

  • Operate a vehicle safely in traffic.
  • Prepare clear and concise written reports.
  • Deal tactfully and effectively with the public and others encountered in the course of the work.
  • Communicate clearly and effectively with the public and others.
  • Read and comprehend laws, ordinances, codes, regulations and procedures.
  • Understand and carry out oral and written instructions.
  • Learn and apply proper and effective traffic control techniques and practices.
  • Work rotating shifts, weekends and holidays.
  • Operate a computer using word processing, spreadsheets and other business software.

Minimum Requirements

Education, Training and Experience:

Graduation from high school or GED equivalent, and one year of work experience involving public contact that requires exercising tact and diplomacy. Time served as a District Intern will count towards the years of experience.

Licenses; Certificates; Special Requirements:

A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.

Must successfully pass a complete background investigation to include a police records check, employment history, education history, polygraph examination, neighborhood check and reference check.

Must successfully pass a pre-employment physical examination, psychological examination, and drug screen.

Upon employment, must be able to pass a background check in accordance with current Federal requirements to obtain a Transportation Worker Identification Credential (TWIC). Must also successfully complete and pass P.O.S.T PC 832 Arrest course.

Only qualified applicants who pass the minimum qualifications and PHS review, will be invited to the assessment process which may be administered by a written examination, panel interview, or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below.

THE INITIAL ASSESSMENT IS 40% AND THE APPRAISAL PANEL IS 60%. THOSE CANDIDATES INVITED TO PARTICIPATE IN ASSESSMENTS WILL BE NOTIFIED OF THE DATES.

Placement On Eligible List

The Department of Human Resources may limit the number of qualified applicants eligible to participate in the assessment process. Candidates who are successful in all phases of the assessment process will be placed on an eligible list. The eligible list established by this recruitment will be active for a minimum of ninety (90) days or up to one (1) year, unless otherwise determined by the Director pursuant to Rule 8, Section 4.
