Radio Systems Technician

Position Summary :

Responsible for installing, maintaining, modifying and repairing Land Mobile Radio (LMR) communications systems including control base stations, mobiles, portables, dispatch consoles and related technology across the entire organization. Coordinate with Harris County to implement program changes, updates, corrections and other system fixes for equipment operating on the Texas Wide Area Radio Network (TxWARN).

Key Responsibilities / Duties :

  • Conducts maintenance and programming of LMR equipment to ensure functionality
  • Maintain the Port of Houston Authority radio inventory, to include radios and equipment procured using grant funds
  • Provide system database management for all departments that use the TxWARN 800MHz radio system equipment
  • Coordinate system administration and maintenance with the Harris County Regional Radio Center, TxWARN, equipment representatives, and other system partners and affiliates as necessary and required by contractual and interlocal agreement(s)
  • Provide technical support and end user subscriber training for all Port of Houston Authority divisions
  • Perform Preventative Maintenance on RF site locations and equipment
  • Install, prepare, run, terminate, and test coax and network cabling
  • Prepare reports, special studies, and other projects as may be assigned by the Director of Emergency Management
  • Work with Director of Emergency Management to develop annual budget for Land Mobile Radio (LMR), equipment procurement, maintenance and capital improvements
  • Assist in maintaining radio functionality during emergency situations and exercises including the deployment of communications equipment / platforms
  • Participate in various meetings, conferences, engagements to stay abreast of new technology and maintain and develop industry relationships

  • Education / Experience :

  • High School diploma or General Equivalency Diploma (GED) equivalent required.
  • Completion of technical training courses in modern electronic technology required

  • Bachelor's or associate degree in modern electronics or related major in a public or accredited private academic institution is strongly preferred; military communications training may be considered
  • 5 years full-time paid experience in electronics work with all types or two-way base and mobile radios required; military communications experience may be substituted
  • 2 years of experience with a Digital Trunk Project 25 Radio System and APX Customer Programming Software (CPS) required
  • 2 years of experience in 2 or more of the following : Motorola GTR8000 systems, Motorola SmartZone, MOTOTRBO, Harris Programmer, VHF / UHF analog and digital systems, BATS system, Motorola R56 Grounding, Amateur Radio, or Satellite communications required
  • Current Federal Communications Commission (FCC) General Radiotelephone Operator License preferred
  • Current Radio Dispatch Console Maintenace Certification required within one year of employment
  • ICS Communications Technician (COMT) certification required within one year of employment
  • NIMS 100, 200, 700, and 800 required
  • Knowledge, Skills, Abilities and Behaviors :

  • Knowledge of FCC rules and regulations as they pertain to radio services.
  • Knowledge radio propagation and interference investigation
  • Knowledge of the P25 radio standard
  • Knowledge of National Incident Management System (NIMS)
  • Knowledge of public safety theories and methods
  • Knowledge of the diagnosis and replacement of radio components
  • Knowledge of maritime industry
  • Ability to work with schematic diagrams, blueprints, and service manuals.
  • Ability to work with hand and small power tools
  • Ability to work with special testing and diagnostic equipment

  • A current, valid Texas driver's license is required. Class B license required within one year of employment.
  • A transportation Worker Identification Credential (TWIC) must be obtained within 30 days of employment and be maintained for the duration of employment.
  • Safety sensitive position, requiring the successful candidate pass a pre-employment alcohol and drug test. In addition to the pre-employment test, the person hired will also be subject to random, post incident / accident, reasonable suspicion and rehabilitation monitoring drug and alcohol testing consistent with the PHA Drug and Alcohol-Free
  • Workplace Standards

    Considered essential employees and may be required to work on holidays, evenings, nights, weekends at any time for business related purposes. They must remain available and "on call" 24 hours a day, 365 days a year, dependent on emergency.
