The Polk Soil and Water Conservation District (SWCD), located in Dallas, Oregon, is looking for an experienced leader to serve as its next District Manager. This is a unique opportunity to lead a respected organization, strengthen its impact, and work with staff, partners, landowners, and the community to advance the District’s mission.

Since 1966, Polk SWCD has worked to conserve and enhance the soils, water, and wildlife habitat of Polk County. Through education and technical assistance, we support farmers, forest managers, landowners, and the broader community in becoming effective stewards of the natural resources we all rely on.

Our District Manager position serves in the executive officer role of the District and is responsible for the administration, leadership, and implementation of Board-adopted policies, strategic priorities, and operational objectives. This position ensures that adequate technical, financial, and educational resources are available to meet the conservation needs of constituents. This requires continually monitoring and improving District programs and services that support the voluntary adoption of conservation practices by landowners and other constituents. The expected end result is to effectively address natural resource issues in Polk County. This position is highly complex, requiring familiarity with a wide range of state and federal laws that govern District operations.

Our District Manager is also responsible for the daily operation of our office and provides leadership to our professional staff. This includes assigning duties, day-to-day supervision, informal and formal performance evaluations, and ensuring that staff and volunteers receive proper training.

This position requires you to work both in the office located in Dallas, and in the field. Some nights and weekends and overnight travel are necessary. A valid driver’s license is required.

To be successful in this role, you should have:

  • Ten years of comparable experience managing an organization, agency, or business or equivalent combination of education and experience or a bachelor’s degree in biology, environmental science, natural resource management, business or public administration, or a related discipline, and five years of comparable experience managing an organization, agency, or business.
  • Demonstrated proficiency managing multiple tasks and priorities to solve problems effectively and in a timely manner.
  • Ability to be a highly motivated self-starter with demonstrated ability to successfully lead a productive and talented team.
  • Experience working with accounting programs (for example, QuickBooks, QBO).
  • Full grant cycle management, including applying, implementing, tracking and reporting.
  • Public funds management and budgeting experience a plus.

The District Manager is a full-time, exempt position with a salary range of $85,000-$115,000 per year. We provide a competitive benefits package including paid time off, 12 paid holidays, and contributions to medical, dental, and vision insurance premiums. In addition, the District contributes to the PERS tax-deferred savings plan.
