The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. The mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.
MAJOR FUNCTION
The Data Architect will be responsible for overseeing the collection, integration, management, and analysis of data across multiple software database systems within the Polk County Utilities Division. This critical role will ensure data integrity, develop comprehensive data strategies, and provide actionable insights to support organizational decision-making.
ILLUSTRATIVE DUTIES
Designs and implements comprehensive data management strategies that integrates data from diverse software systems.
Develops and maintains robust data governance frameworks to ensure data quality, security, and compliance.
Creates and executes data extraction, transformation, and load (ETL) processes across different database platforms.
Performs advanced data analysis to identify trends, patterns, and insights that support strategic organizational objectives.
Collaborates with IT, department heads, and leadership to understand data requirements and develop tailored reporting solutions.
Establishes and maintains metadata repositories and data dictionaries.
Develops and implements data standardization and normalization protocols.
Designs and maintains data warehousing and business intelligence infrastructure.
Conducts regular data audits to ensure accuracy, completeness, and reliability of organizational data.
Creates comprehensive reports and dashboards for executive and operational leadership.
KNOWLEDGE, ABILITIES AND SKILLS
Expert-level understanding of relational database management systems.
Advanced proficiency in data integration and ETL tools.
Strong analytical and statistical skills.
Extensive experience with data visualization and business intelligence platforms.
Comprehensive knowledge of data governance and compliance standards.
Excellent problem-solving and critical thinking capabilities.
Superior communication skills, with ability to translate complex technical concepts for non-technical stakeholders.
Proven ability to manage multiple concurrent data projects.
Proficiency in scripting and programming languages relevant to data management (e.g., SQL, Python, R)
MINIMUM QUALIFICATIONS
Bachelor's degree in computer science, Information Management, Data Science, or related field.
Minimum of five (5) to seven (7) years of professional experience in data management, database administration, or related data-intensive roles.
Experience managing data across multiple complex software systems.
Proven track record of developing and implementing data strategy.
A comparable amount of education and experience which provide the required skills, knowledge and abilities may be substituted for the minimum qualifications.
SPECIAL PREFERENCES
Advanced certification in data management (e.g., Certified Data Management Professional).
Advanced SQL and database management skills.
Experience with enterprise-level database platforms (e.g., Oracle, Microsoft SQL Server, PostgreSQL).
Proficiency in data integration tools (e.g., Informatica, Talend, Microsoft Fabric).
Experience with business intelligence platforms (e.g., Tableau, Power BI, ESRI ArcGIS).
Strong understanding of data security and privacy regulations.
