Program Manager

The Program Manager I is responsible for planning, organizing, monitoring, and leading technical and business programs through all phases of the project lifecycle. This role involves managing cross-functional teams to deliver on defined project requirements, ensuring programs are executed on schedule and within scope. The Program Manager collaborates with engineering, operations, finance, and customer stakeholders to align resources, manage risks, and support the successful execution of complex government or defense-related contracts.

Duties and Responsibilities: 

• Plan, organize, and manage programs from initiation through delivery using cross-functional resources
• Facilitate the definition of project scope, goals, milestones, and deliverables in collaboration with internal and external stakeholders
• Develop program schedules, allocate resources, track progress, and adjust plans as needed to ensure successful execution
• Maintain documentation including meeting minutes, action items, issue/risk logs, and program reporting artifacts
• Monitor quality standards and ensure all program deliverables, reports, and supporting documentation meet contract requirements
• Identify, track, and mitigate project risks and issues, resolving obstacles that may impact cost, schedule, or performance
• Coordinate internal and external reviews, audits, and compliance activities as required by the program
• Lead cross-functional meetings with engineering, finance, contracts, and operations to maintain program alignment
• Communicate program status, risks, and resource needs to leadership and stakeholders in a timely and clear manner
• Support contract compliance efforts, reporting, and documentation per applicable DoD/Federal guidelines
• Manage stakeholder expectations and negotiate priorities, resources, and timelines when necessary

Qualifications

• Bachelor’s degree in Business, Management, Engineering, or Science or related field; Master’s degree (MA or MSc) desired.
• Minimum 5 years of experience in program or project management within government contracting, defense, or engineering environments
• Demonstrated understanding of program lifecycle management, scheduling, budgeting, and risk management practices
• Familiarity with the Federal Acquisition Regulation (FAR), DoD policies and procedures, and contract compliance standards
• Experience working with cross-disciplinary technical teams and supporting engineering and manufacturing functions
• Proficiency in Microsoft Office Suite and project management tools (e.g., Microsoft Project)
• Strong written and verbal communication skills, with the ability to convey complex information clearly to stakeholders at all levels
• Detail-oriented, organized, and capable of managing multiple concurrent priorities
• Current valid driver’s license
• Preferred but not required:
  • Experience with TPS (Test Program Set) development
  • Familiarity with the SETR (Software Engineering Technical Review) process
• Must be able to pass a background check and verification of education credentials

Security Requirements

Must be able to obtain and maintain a security clearance at the contract required level. U.S. Citizenship is a requirement for security clearance.

Physical Requirements

• Work in standard office or conference room settings
• Use common office equipment including computers, phones, and printers
• Sit or stand for prolonged periods; walk between work areas
• Travel to customer or company sites by vehicle or aircraft, involving extended periods of sitting
• Occasionally lift up to 20 pounds and perform activities such as bending, stooping, kneeling, or climbing during travel or onsite activities
