Project Manager for Earthworks
Reports to the Project Manager.
Directs: Site Supervisor, Surveyor, Contractors
Responsibilities:
Position Deliverables:
- The earthworks scope was executed in strict compliance with contract documentation, approved drawings, and technical specifications.
- The project was implemented within the approved baseline schedule and budget; schedule and cost deviations were monitored, coordinated, or minimized.
- The quality of the works complies with the project specifications, applicable standards, and safety regulations; there are no reworks, claims, or non-compliances.
- The closeout documentation package (as-built drawings, certificates, financial closeout forms, work logs, related materials) has been compiled, verified, integrated into the Electronic Project Documentation (EPD), and submitted to the accounting department and the operating entity.
- All subcontractors and suppliers have fulfilled their contractual obligations; final settlements and reconciliation certificates have been prepared, agreed upon, and formally closed.
Scope of Responsibilities:
- Participation in the Concept Group at the stages of concept development and approval.
- Assumes responsibility for the approved project schedule within the Concept Group.
- Participation in the preparation of the project, scheduling, sequencing of work exe-cution, resource planning, and ensuring adherence thereto.
- Identification of contractors and suppliers. Review of commercial proposals and initiation of contract execution. Organization and coordination of contractors and subcontractors’ activities, and oversight of compliance with contractual obligations and quality standards.
- Development, coordination, and control of the project budget, including regular monitoring of variances and management of change orders.
- Planning and oversight of project procurements, organization of technical specification development, and execution of supply contracts for materials and equipment.
- Coordination of requests from subcontractors for equipment and material requisitions.
- Provision of technical supervision and quality control, including execution and coordination of standard tests, acceptance testing, and incoming material inspections. Possesses expertise and provides training to subcontractors on the quality assurance procedures for all work parameters.
- Project risk management: identification, assessment, risk mitigation planning, and monitoring.
- Ensuring compliance with occupational health and safety regulations, safety protocols, and environmental, cleanliness, and order requirements on the construction site.
- Preparation of documentation: overseeing the timely processing of as-built documentation by surveyors and other documents required for project commissioning.
- Management of document control. Overseeing invoice issuance, ensuring timely payment of accounts, and fully managing the accounting of primary documentation.
- Oversees overall compliance with the project schedule, including the achievement of daily production targets. Ensures their consistent fulfillment. Provides a daily report on construction progress for the site and updates the construction schedule statuses accordingly on a daily basis.
- Manages the team and resources, including recruitment and personnel management, allocation of resources, motivation, and supervision; develops and maintains standard operating procedures. Conducts training for contractors on technology and PNK regulations.
- Facilitates communication and coordination with the client, the design organization, and the state construction supervision authorities within the scope of project execution.
Requirements:
A higher technical education is required for the position of Construction Site Manager.
A minimum of 5 to 7 years of professional experience in the construction industry is required, including at least 3 years in a supervisory role overseeing construction activities, preferably with a minimum of 2 years of direct experience as a Site Manager responsible for earthworks operations.
