Minimum Required Qualifications:
- Graduation with a BS degree from an accredited college with a major in architecture, civil engineering, construction engineering, or a related field.
- Minimum 5 years for Estimator or 10 years for Senior Cost Estimator experience managing infrastructure projects, including duties in contract administration, project close out, and concurrent field experience.
- Effective oral and written communication skills.
- Ability to independently complete assignments.
- Ability to develop and maintain logs.
- Ability to interpret contract plans and specifications, including other agency permits.
- Ability to effectively facilitate project team and client meetings.
- Ability to effectively monitor and coordinate project activities with the various project stakeholders.
- Ability to adapt and respond effectively to project issues and challenges.
- Knowledgeable in CEQA/NEPA.
- Experience working on building, marine, or port projects.
- ASPE and/or AACE International certifications are desirable.
- Lead project-specific estimating teams.
- Compile and analyze cost factors, including materials, labor, equipment, and profit.
- Perform complex cost estimates and analyses for capital and professional services projects.
- Evaluate deliverables for cost containment, accuracy, and completeness.
- Evaluate quotes, bids, change orders, value engineering, and claims for accuracy.
- Acquire and evaluate pricing and historical vendor data.
- Forecast costs for future and ongoing projects.
- Prepare technical reports and present recommendations.
- Develop and implement cost estimation standards and tools for capital budgets and project designs.
- Conduct needs assessments.
- Prepare Independent Cost Estimates for contracts, changes, and claims.
- Provide cost and price analyses of consultant and contractor proposals.
- Review and comment on consultant estimates.
- Support funding validation requests.
- Support audit services with technical analyses.
- Conduct construction market and bidding trend analyses.
- Continuously improve cost estimating functions.
