The Manager, Outsourced Technical Services (OTS) Leader, Southeast, position is an exciting opportunity to join PM Group’s quickly growing Raleigh-Durham area team out of Apex, NC. As a leadership position within PM Group, we are looking for a Staff Augmentation Manager who enjoys client interaction, business development and the technical aspects of staffing recruitment. This individual will have a strong record of accomplishment developing staffing business with Life Science clients in the greater Southeast. Additionally, this individual is responsible for the driving the direction and performance of the Outsourced Technical Services (OTS) business within the office and delivering a steadily growing stream of candidates / contractors for our clients. Working with the local VP and other OTS Leaders across the business this individual is responsible for the management and development of the staffing business within their region.

Responsibilities
- Manage and develop the Outsourced Technical Services (OTS) team for the Southeast region
- Prospect, identify and secure staffing OTS business opportunities (RFP’s, MSA’s, etc.) with new and existing clients
- Formulate strategy and plans for the development of our OTS business in the region
- Leverage corporate networks to identify existing capabilities that respond to client requirements and objectives as well as create a distinct competitive advantage
- Participate in Bid / No-Bid meetings and develop the Win Strategy for OTS proposals
- Lead and prepare proposals, coordinate internal and external discussions for proposals and presentations
- Coordinate closely with the internal stakeholders to ensure bids are commercially attractive for both our clients and PM Group
- Work with the management team and line managers to define OTS role requirements
- Manage attracting, recruiting and retaining high caliber OTS personnel in all disciplines.
- Identify recruitment channels, source, screen, interview, assess candidates and monitor pipelines
- Lead and manage the interview process with stakeholders and clients through the interview process from negotiation to acceptance (including post interview evaluations, ATS documentation, note management, GDPR compliance, etc.)
- Manage client Vendor Management System (VMS) requirements including, but not limited to, documentation, processes, invoices, etc.
- Proactively manage existing and new OTS placements to ensure that the right candidates are in the correct roles and both parties are aligned – client management and the management of associated site OTS personnel / contractors
- Work closely with colleagues in other US PM Group offices to help coordinate and align the OTS business
- Assist in the development and mentoring of other PM Group team members as appropriate
- Ensure that regional management team are regularly updated on the status of OTS activities
- Support OTS departmental budgeting, planning, commercial reviews and client negotiations
- Follow PM Group Contract and Agreement templates
- Follow PM Group corporate policies
- Other special projects as assigned
Qualifications
- Minimum of 5 years of relevant experience working in staffing recruitment and/or business development
- Bachelors’ degree is required; preferably centered in business, engineering or sciences
- Excellent client-facing, business development and interpersonal skills; proven ability building relationships is key to this role
- Proven experience executing full desk staff augmentation recruitment (staffing from sourcing to placement) for roles within the fields of architecture, engineering, and CQV (commissioning, qualification, validation)
- Specific knowledge of the Life Science industry
- Highly organized and coordinated, with the ability to work on multiple opportunities simultaneously
- Previous experience managing site personnel from a staff augmentation perspective
- Proven ability working within Applicant Tracking Systems (ATS), iCIMS, Vendor Management Systems (VMS), and adhering to GDPR compliance
- A high level of technology skills
- Ability to work flexibility and travel locally as necessary for the business and client needs
- Self-driven, result-oriented positive outlook with a clear focus on business
- Comfortable representing PM Group and dealing with national clients
- Good commercial and contractual skills (MS Teams, Excel, Outlook, etc.)
