Planned Parenthood League of Massachusetts (PPLM) and the Planned Parenthood Advocacy Fund (PPAF) are seeking a strategic and experienced public policy professional to serve as Director of Public Policy and Government Relations. This leadership role is responsible for shaping and advancing the organization’s legislative agenda, policy research, and government relations strategy at the local, state, and federal levels.

The Director will serve as the lead lobbyist and policy advisor, working closely with the Vice President of Public Affairs and executive leadership to influence public policy in support of sexual and reproductive health care, gender equity, and public health. This position also oversees a small team, including a Policy Manager and external lobbyist, and plays a key role in coordinating legislative and political activities across the organization.

This is a full-time position based in Boston with hybrid work flexibility. Occasional travel and evening/weekend availability are required based on legislative schedules.

Key Responsibilities

  • Develop and implement legislative and government relations strategies in collaboration with the VP of Public Affairs
  • Serve as lead lobbyist and represent the organization in legislative hearings, delivering testimony and engaging with policymakers
  • Conduct legal and policy research related to healthcare, public health, and social determinants of health
  • Monitor and analyze legislative, regulatory, and budgetary developments impacting reproductive health and rights
  • Create policy communications and advocacy materials in partnership with the Communications Division
  • Identify and pursue municipal policy opportunities to expand access to care and education
  • Supervise the Policy Manager and manage relationships with external lobbyists
  • Collaborate with national partners, including Planned Parenthood Federation of America, on federal policy initiatives
  • Ensure compliance with all legislative and lobbying reporting requirements




Qualifications

  • 5–7 years of experience in public policy, with a strong preference for experience in the Massachusetts state legislature
  • Bachelor’s degree required; advanced degree (MPH, MHA, MPA, JD) in a related field strongly preferred
  • Strong knowledge of Massachusetts and federal legislative and regulatory processes
  • Background in reproductive health, public health law, or healthcare policy preferred
  • Demonstrated ability to lead teams, manage projects, and work in fast-paced environments
  • Excellent communication, research, and analytical skills
  • Commitment to equity, inclusion, and the mission of Planned Parenthood

Roles that are denoted as Hybrid require 1 day per week in the office unless the role is denoted as onsite, which requires working onsite full time or 5 days per week.
