In support of Planned Parenthood of Central and Western New York (PPCWNY)’s mission, the Manager of Outreach and Education provides leadership and coordination of the organization’s dynamic Rochester/Finger Lakes Region Outreach and Education Department. This position oversees sexual health education, youth development, outreach programs, and PPCWNY’s In Control Youth Program. The Manager of Outreach and Education oversees the planning, implementation, and evaluation of outreach and education programs aimed at enhancing community engagement, providing comprehensive education, and promoting health services. This role involves managing various programs, ensuring compliance with guidelines, and fostering collaboration with community partners.


Essential Functions

Program Development, Planning, and Implementation

  • Manages the development and maintenance of all educational materials used by Outreach and Education staff to ensure quality (accuracy), consistency, and compliance.
  • Conducts candidate searches within the community to identify qualified facilitators.
  • Utilizes the Rand Corporation's "Getting to Outcomes" model for program planning, implementation, and evaluation.
  • Incorporates experiential learning and establishes SMART goals for measurable outcomes.
  • Manages community education programs based on assessed community needs.
  • Implements evidence-based sex education programs, family planning services, youth development programs, sexual assault education programs, and domestic violence education programs.
  • Facilitates parent engagement programs to strengthen parent-child communication.
  • Provides professional training for staff and community partners on relevant topics.
  • Manages compliant implementation and achievement within a portfolio of funded programs ranging in size and duration.

Collaboration and Communication

  • Fosters collaboration with various PPCWNY departments, including Marketing, IT, and customer service.
  • Establishes clear lines of communication and provide operational assistance with contractors and team members.
  • Communicates with organizations and entities such as Universal Primary Care, Chautauqua Center, REACH CNY, ACR Health, Peaceful Schools, HOPE Buffalo, Ignite, Willow Domestic Violence Services, SNAPCAP of WNY, Safety Net IPA, Departments of Health, AIDS Networks, Interagency Council in Genesee County, Rural Health Alliance of NYS, Monroe Council on Teen Potential, Adolescent Health Alliance in Erie County, Sexual Assault Task Forces, George Eastman Museum, public and charter schools, community centers, and other community groups and coalitions.

Fiscal Responsibilities

  • Prepares program budgets in collaboration with the Director of Finance.
  • Oversees expenses incurred by all team members; ensures appropriateness according to grant funding and budget
  • Analyzes expenses compared to budget and make projections for quarterly updates.
  • Prepares complete and timely internal and external reports as scheduled (monthly, quarterly, and annually) to funders and/or regulators regarding the programs managed.
  • Manages spending on various unique projects.
  • Works with the finance team to solve financial management issues, including grant preparation, modification, reconciliation, and reporting to grantors.
  • Ensures compliance with fiscal grant management requirements, including personnel changes, equipment purchases, location, and space allocations.
  • Monitors planned changes/restrictions on funding and develops productive relationships with internal project team members, external contract managers, and fiscal managers (funders) to ensure compliance with documentation requirements.
  • Assists with maintaining eligible status for NYS grants in Grants Gateway and maintaining the Document Vault.
  • Reviews and ensures expenses are correctly budgeted by Project Code during the annual agency budget process.

Team Management

  • Oversees a team that includes Health Education Supervisor(s), Training Coordinator(s), Outreach and Education Specialists, bilingual staff, special projects instructors, youth peer educators, and vendors.
  • Works in collaboration with Human Resources in the screening, selection, and training of team members who cover all eighteen counties.
  • Provides supervisory direction and development to Managers and Supervisors as assigned. Provides constructive feedback and support to employees to help them succeed through mentoring, coaching, and training.
  • Creates/maintains a safe and welcoming environment where all team members are challenged, recognized, and supported.
  • Provides mentoring and guidance to team members on problem-solving techniques related to program development, client issues, and volunteer coordination.

Community Relations

  • Establishes a solid community presence through the development of networks and linkages with community partners and stakeholders.
  • Leads and/or participates in community events and serves on appropriate committees internally and externally.
  • Implements outreach and education activities to increase community awareness and access to family planning services.
  • Develops and executes a marketing and communication plan using social media for community engagement.

Other Accountability Activities

  • May need to act as back-up for program presentations and/or education.
  • May participate in organization committee work, as appropriate (e.g., accreditation, Title X, CAPP).
  • Participate in affiliate initiatives and other projects as assigned.

Requirements

Qualifications

Applicants must possess the following qualifications (or equivalent combination of education and experience):


Education—

  • Bachelor’s degree in Human Services, Social work, Health Education or a related field, or equivalent combination of education and experience

Experience— 

  • Minimum of 4 years’ experience in education, training, and community outreach
  • Minimum of 2 years of supervisory experience
  • Previous work experience in a Planned Parenthood organization preferred.

Knowledge, Skills, & Abilities

  • Proficiency with Microsoft Office (specifically, Word, Excel, PowerPoint, Outlook) needed
  • Must have experience making formal and informal presentations to a variety of audiences
  • Experience with networking and public speaking 
  • Must have excellent communication skills (verbal and written)
  • Exceptional organizational skills while working independently and handling multiple priorities
  • Proven ability in financial analysis and tracking of large-scale initiatives

  • Must be able and willing to work a flexible schedule and travel to other sites as necessary
  • Must have reliable transportation and a valid NYS driver’s license not in jeopardy of being revoked

  • Standard office environment and various community sites
  • May experience visual fatigue working at computer with potential extended periods of sitting
  • Well-lit/ventilated

Work Schedule 

This is a full-time, 40 hour a week, position; regular schedule will be Monday – Friday with occasional evenings and weekends.


Benefits & Compensation

At PPCWNY, we are committed to equitable compensation practices and transparency.  In alignment with these efforts, the pay for this position ranges from $28.59 to $33.11/hour. Actual compensation will be determined by experience and other factors permitted by law.
