Join our dynamic team at Pittsylvania County as a Code Enforcement Officer, where you will play a vital role in ensuring community safety, health, and compliance with local, state, and federal regulations.
SUMMARY OF POSITION: Under general supervision of the Director of Community Development, the employee performs technical field inspections and investigations to enforce County codes and ordinances relating to land use issues, zoning violations, public nuisances, and illegal dumping; solid waste, inoperable vehicles, etc.; investigates complaints, follows state code regulations, performs fields inspection, plan review and issues citations and fiend inspection notices for code violations.
ESSENTIAL JOB FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills and other characteristics. · Enforces a variety of County codes encompassing zoning, vehicle abatement, nuisance abatement, land use, erosion problems, and other compliance violations.
· Assists, advises, and coordinates with other County departments and regulatory agencies on code violations and potential non-compliance issues with federal, state, and local laws, regulations, and ordinances,
· Receives, documents, and investigates complaints and violations; contacts and meets with individuals to discuss violations, alternatives for resolving compliance issues, and time periods for correcting violations.
· Prepares and issues citations, field correction notices, notices to comply and warrants, collects and preserves evidence, warrants, inspection warrants, search warrants and related paperwork.
· Following established procedures, issues citations and warrants to people in violation of County Code; documents each citation presented to owner and agents.
· Prepares legal documents and evidence and testifies in court or administrative hearings; prepares comprehensive reports, documents and background data to substantiate violations.
· Conducts follow-up inspections and reissues citations where compliance has not been achieved; meets with involved parties to negotiate compliance procedures and avoid the necessity of legal actions; inspects, investigates and verifies compliance and erosion violations.
· Researches records; files and maintains a variety of records; monitors payment of fines imposed and fees due because of violations and court decision.
· Performs related duties as required or assigned by the Director of Comuunity Development.

REQUIRED KNOWLEDGE AND SKILLS: Knowledge of Federal, State and County law, statutes, and ordinances relating to the enforcement of erosion and sediment control laws, solid waste, inoperable vehicles, zoning regulations, etc. Skilled in the application and development of processes and procedures related to the preparation of documentation and notifications to support legal action and court proceedings. Must be able to effectively communicate with citizens.
· Knowledge of zoning and land use regulations under zoning.
· Knowledge of methods and techniques of investigation, including rules of evidence, appropriate formats for legal documents, and court procedures.
· Knowledge of civil and criminal law and related legal proceedings.
· Knowledge of the principles and practices of file and records management.
· Skill in reading, understanding, interpreting and applying relevant County, State and Federal statutes, rules, ordinances, code and regulations.
· Skill in assessing and prioritizing, multiple tasks, projects and demands.
· Skill in establishing and maintaining effective work relationships with co-workers, other County Offices, State Offices, employees and public.
· Skill in operating a personal computer, utilizing a variety of standard software applications, such as Microsoft Office, web-based GIS applications, enterprise applications for managing cases, photo editing software, mobile devices such as cell phones and tablets for field data collection, etc.
· Ability to apply and enforce laws and regulations consistently and uniformly.
· Ability to demonstrate professionalism, situational awareness, and empathy when dealing with sensitive and/or potentially contentious situations and vulnerable populations.
EDUCATION AND EXPERIENCE: High School Diploma or GED equivalent certificate. At least three years of experience in one or more of the following fields: code enforcement, law enforcement, building, health, environmental, property maintenance, and/or zoning inspections, or a combination thereof.
ENVIRONMENTAL FACTORS AND CONDITIONS: Work is performed in an office and outside environment. May be exposed to extreme weather conditions, potential physical harm, and hazardous materials.
PHYSICAL REQUIREMENTS: Physical condition that permits activities including but not limited to walking and standing for extended periods, crawling, climbing, driving, and working under adverse temperatures and/or weather conditions. The employee is regularly required to stand, sit, walk, talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl. May be required to lift and/or move items up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
EQUIPMENT AND TOOLS UTILIZED: Standard equipment includes motor vehicle, personal computer and standard office equipment.
