The incumbent serves as a health technician in the Clinical-Based Outpatient Clinic (CBOC) for the VA Pittsburgh Healthcare System. The Health Technician provides clinical and administrative support for veteran care to include scheduling, patient care tasks, call support, consult tracking support, front desk coverage, and rooming patients.
PLEASE NOTE this positions contains an Individual Occupation Requirement that further specializes the work/education necessary to qualify: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. The experience stated below is based on the specific responsibilities of the assignment.

Specialized Experience: At least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the (Health Technician), GS-05 position. To be creditable, this specialized experience must have been equivalent to the GS- 04 level in Federal service to qualify at the GS 05. Examples of specialized experience would typically include, but are not limited to: Performing both clerical and clinical duties in a medical/healthcare environment; answering and directing phone calls; scheduling appointments; documenting medical records; taking and recording vital signs; and collecting and labeling specimens. You must provide work experience information such as duties, hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Education: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.

Education and Experience Combination: Please note the following if you plan to select the education and experience combination.*NOTE: Equivalent combinations of successfully completed post-high school education and experience are also qualifying. The combinations described below are those most typical for these positions, i.e., for grades GS-3 through GS-5. If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. The total percentage must equal at least 100 percent to qualify an applicant for GS-5. Responsibilities:
Duties to include, but are not limited to;- Performs venipunctures, labels and prepares specimens for shipment to the laboratory.
- Collects, labels and prepares urine, stool and sputum specimens for shipment to the laboratory.
- Must be able to respond and assist in emergency situations in the CBOC. Provides preliminary first aid procedures for the care of patients who bruise or become sick during appointment or procedures.
- Performs Glucometer, INR, HgbA1C, Urine dipstick. and Urine pregnancy testing and notifies provider of results.
- Schedules appointments according to the national scheduling directive and local policies for appointments.
- Manifests samples being sent to the laboratory on the specimen tracking application.
- Manage consults using the specialized software consult tracking manager system, ensuring appointments are linked to consults so that they close appropriately.
- Monitors supply inventory and rotate stock to minimize outdating and places orders and requests for additional supplies as needed. Participate in new supply trials as needed.
- Performs monthly maintenance tasks and quality control and reports to the supervisor.
- Monitors pre-analytic, analytic, and post analytic quality monitors for the site and reports to the Quality Manager monthly.
- Serves as the on-site safety officer for the department.
