Position Summary

The Deputy Director of Emergency Management serves as the third-in-command for the Pittsburg County Emergency Management Office and assists the Director in planning, organizing, coordinating, and administering a comprehensive emergency management program for Pittsburg County in accordance with the Oklahoma Department of Emergency Management, Federal Emergency Management Agency (FEMA), the National Incident Management System (NIMS), and applicable federal, state, and local laws. The Deputy Director provides leadership in all phases of emergency management, including mitigation, preparedness, response, recovery, and continuity of operations. The Deputy Director serves as Acting Director in the Director's absence.

Essential Duties and Responsibilities

Emergency Management Operations

• Assist in the administration of the Pittsburg County Emergency Management Office.
• Coordinate county-wide emergency preparedness, response, recovery, and mitigation activities.
• Assist in the development, implementation, and maintenance of the County Emergency Operations Plan (EOP).
• Coordinate Emergency Operations Center (EOC) activations and staffing.
• Serve in an Incident Command System (ICS) or Emergency Operations Center leadership position during disasters.
• Maintain readiness for 24-hour emergency response and disaster operations.

Planning

• Develop, review, and update:
• Emergency Operations Plan
• Hazard Mitigation Plan
• Continuity of Operations Plan (COOP)
• Continuity of Government (COG)
• Debris Management Plan
• Damage Assessment Procedures
• Resource Management Plans
• Severe Weather Plans
• Cyber Incident Response Plans
• Hazardous Materials Response Annexes

Training and Exercises

• Coordinate emergency management training for county departments, municipalities, volunteer organizations, and partner agencies.
• Plan and conduct tabletop, functional, and full-scale exercises.
• Ensure compliance with Homeland Security Exercise and Evaluation Program (HSEEP) guidance.
• Promote compliance with NIMS and ICS training requirements.

Grants and Financial Management

• Assist in administering:
• Emergency Management Performance Grant (EMPG)
• Homeland Security Grant Program (HSGP)
• FEMA Public Assistance and Hazard Mitigation grants
• Maintain grant documentation and reporting requirements.
• Assist with budget preparation and monitoring.

Emergency Response

• Respond to:
• Severe weather
• Floods
• Wildfires
• Hazardous materials incidents
• Public health emergencies
• Technological disasters
• Terrorism incidents
• Coordinate resources between local, state, federal, private sector, and volunteer organizations.

Coordination

• Maintain professional working relationships with:
• Municipal governments
• Fire departments
• Law enforcement agencies
• EMS agencies
• Public Works
• Public Health
• School districts
• Tribal governments
• Utility providers
• Volunteer organizations
• State and federal agencies

Public Information

• Assist in public education regarding disaster preparedness.
• Support emergency public information efforts utilizing approved communication systems.
• Assist with warning and notification systems.

Administrative Responsibilities

• Serves as Public Information Officer
• Serves as County Safety Director
• Supervise assigned personnel and volunteers.
• Maintain emergency management records.
• Prepare reports for county leadership.
• Maintain resource inventories.
• Coordinate equipment maintenance.
• Assist with procurement activities.

The Deputy Director should possess knowledge of:

Minimum Qualifications

• Associate's degree in Emergency Management, Public Administration, Fire Science, Criminal Justice, Homeland Security, or related field.
• Five (5) years of progressively responsible experience in emergency management, fire service, law enforcement, EMS, military, public safety, or related field.
• Two (2) years of supervisory or leadership experience.
• Valid Oklahoma Driver License.
• Background Check

Equivalent combinations of education and experience may be considered.

Preferred Qualifications

• Bachelor's degree in Emergency Management or related field.
• Certified Emergency Manager (CEM)
• Oklahoma Professional Emergency Manager (OPEM)
• Experience with FEMA disaster declarations.
• Experience administering state or federal grants.
• Experience in EOC management.

Must obtain or maintain:

• FEMA IS-100
• FEMA IS-200
• FEMA IS-700
• FEMA IS-800
• ICS-300
• ICS-400
• Professional Development Series (PDS) or National Emergency Management Basic Academy
• Oklahoma Emergency Management training requirements
• Other certifications as required by the Director or the State of Oklahoma.

Physical Requirements

The employee must be able to:

• Lift up to 50 pounds.
• Operate emergency management vehicles.
• Work outdoors in adverse weather conditions.
• Work extended hours during emergencies.
• Travel throughout Pittsburg County and the State of Oklahoma.
• Respond to emergencies 24 hours per day when required.

Authority

In the absence of the Director, the Deputy Director shall have the authority to manage daily operations of the Pittsburg County Emergency Management Office and exercise those authorities delegated by the Director in accordance with county policy and applicable law.

This description is tailored to a county-level emergency management program in Oklahoma and incorporates responsibilities consistent with both Pittsburg County's existing emergency management structure and recognized best practices for county emergency management deputy directors.

Pay: $3,250.00 per month
