Position Description

Position Title: Transportation Coordinating Supervisor

Reports To: Director of Transportation, Assistant Director

Supervises: Drivers, Safety Assistants, Site Drivers, and Lead Drivers

Term of Employment: 12 Months

Pay: Starting at $4,219 

 

GENERAL STATEMENT OF JOB
The primary purpose of the Transportation Coordinating Supervisor is to assist the Transportation Director in maintaining a safe, effective, and efficient transportation program for Pitt County Schools. The employee is expected to resolve most problems and to confer with the Director of Transportation on problems of policy. Administrative supervision is exercised over a number of school transportation employees. The Transportation Coordinating Supervisor assists the Director of Transportation in the management of the daily operations of the school transportation program within assigned areas. 

Under limited supervision, they will be responsible for planning and supervising daily operations involving student transportation services and activities using standardized practices and/or methods. The Transportation Coordinating Supervisor will be a liaison between transportation, school (assistant principals), and Director of Transportation. 

Work involves supervising regular, stand-by, and substitute bus drivers and safety assistants which includes 

reviewing and verifying payroll documents, providing information to others, and scheduling work assignments within established timeframes and standards. 

The environment has physical demands, and requires strong interpersonal communication with the Pitt county community (PCS staff, parents, students, citizens, and government agencies) demonstrating problem solving, verbal aptitude, and mathematical aptitude. This manifests in periodically inspecting assigned buses to ensure safety and cleanliness standards are met; investigating bus emergencies and accidents; maintaining employee files and forwarding pertinent information to appropriate central office personnel..

The Transportation Coordinating Supervisor is also responsible for: interviewing, recommending for employment and training employees; completing annual performance evaluations of assigned employees; and assisting with reviewing and planning bus routes and schedules. 

The position was established for the purpose/s of communicating with school administrators, parents, other district departments, transportation personnel, and the school district in order to: resolve district transportation issues; arrange transportation for special events; investigation of transportation concerns relative to student pick up locations and routing; and work to secure regular and substitute bus drivers. 

EDUCATION, TRAINING REQUIREMENTS

  • High school or General Educational Development diploma and six years of directly related experience; or an equivalent combination of training and directly related experience. Experience must be related to the functional area of the work that the position will supervise. 

  • A minimum High School diploma; Two or four year college degree and/or an equivalent in related supervisory experience desired. A Master’s Degree is preferred.

  • Prior transportation experience of minimum 3-5 years preferred

  • Experience in school transportation as well as supervisory and/or leadership experience preferred.

  • NC CDL with P & S endorsements or obtain within 6 months of employment 

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of federal, state, and local laws, regulations, policies, and guidelines regarding bus routes, bus stops, bus driver requirements, and safety precautions.

  • Thorough knowledge of effective supervisory practices relating to motivation, delegation, and communication.

  • Thorough knowledge of the use of computer software for record-keeping and report generation.

  • General knowledge of federal, state, and local laws, regulations, and policies in regard to effective practices relating to hiring and disciplining employees.

  • Working knowledge of school class scheduling concept, school opening, and dismissal times.

  • Ability to communicate effectively verbally and in writing.

  • Ability to train employees in effective, safe driving, and work practices.

  • Ability to establish and maintain accurate and organized records from which to compile reports.

  • Ability to gather and analyze data

  • Ability to perform mathematical calculations.

  • Ability to establish and maintain effective working relationships with school officials, parents, students, and employees.

  • Ability to plan and supervise fleet operations for assigned attendance areas.

  • Ability to establish and maintain working relationships with principals, students, parents, drivers, and transportation personnel.

  • Ability to maintain a valid NC Commercial Drivers License with P & S endorsements.

 

ESSENTIAL JOB FUNCTIONS

  • Communicates with drivers, administrators, special education department, school staff, parents, TIMS staff, PCS PIO, and others and responds to inquiries for the purpose of providing information, facilitating communication among parties and/or providing direction and in order to sustain a positive and informative public relation program.

  • Employ the effective use of technology, such as communication systems (telephone, email, text messaging, mass communication software), cameras, and GPS on school buses.

  • Evaluates routes in coordination with TIMS staff and district personnel for the purpose of determining bus routes in conformance with school board policies while complying with mandated guidelines.

  • Gather and update transportation run information for TIMS staff.

  • Field communications from Property Owner’s Associations, developers, and citizens concerning bus access and travel on private roads and property, and coordinate with the TIMS staff to resolve issues.

  • Establish mechanisms for mobilizing transportation services during irregular transportation department operations times, such as mid-day when drivers are not normally scheduled to work. 

  • Maintain current transportation information for Exceptional Children, Pre-K, other specialized bus routes, and regular routes for attendance areas.

  • Monitor the bus runs in the assigned attendance area for timely arrivals/departures, and efficiency and safety in accordance with PCS Policy and state statutes.

  • As needed ride and verify bus routes within the assigned attendance area for accuracy, time, and mileage.

  • Monitor the special transportation forms to determine that the student’s transportation requirements are being met with the appropriate services and equipment (school bus or other transportation).

  • As needed, offer transportation solutions to the IEP teams.

  • Advise in the coordination of activity buses with schools in the assigned area.

  • Demonstrates a commitment to continuous quality improvement by using data to evaluate performance (self and supervisees).

  • Responds to parent and public complaints/concerns relating to employees and operations, while forwarding concerns for bus routing and scheduling to the TIMS section.

  • Participates in a variety of activities (trainings, meetings, workshops, and seminars) for the purpose of conveying and/or gathering information required to perform functions.

  • Enforce local board policy, state laws and regulations which pertain to and/or govern school bus drivers and school bus operations.

  • Maintain transportation records for federal and state inspections.

  • Fill out required reports as needed.

  • Interviews, recommends for employment, trains, assigns, supervises, observes, and evaluates drivers & safety assistants.

  • Ensures that all required personnel forms are filed promptly with the Human Resources Office prior to employment, at change of status, resignation, retirement or dismissal for supervised employees.

  • Document an annual performance evaluation of each employee in accordance with PCS Board of Education policy and procedure. Prepares and files documentation on employee counseling, problems and achievements.

  • Provide for discipline of employees in accordance with federal, state, and PCS regulations. 

  • Maintains personnel records related to assigned employees.

  • Facilitate and/or provide training for transporting students with special needs (exceptional children, 504 students, Pre-K students, and McKinney-Vento students).

  • Facilitate and/or provide training of employees on interacting with public safety officials during accidents and emergencies.

  • Facilitate and/or provide training for bus drivers/monitors on physical security issues related to bus units.

  • Coordinate training for staff related to emergency preparedness from an “all hazards” approach, covering both natural disasters and manmade acts of crime and violence.

  • Conduct school bus security assessments, including bus staging areas and associated school transportation facilities. 

  • Supervise attendance area employees to create congenial work atmosphere for staff while assisting employees with any needs or problems that occur.

  • Plans and prepares safety education programs for drivers and safety assistants, including conducting a monthly safety meeting.

  • Assists payroll to collect, verify, and prepare employees payroll documents, and provide this data to the payroll section within the time schedule they establish.

  • Assists payroll to maintain accurate employee absences from work (annual and sick leave).

  • Notify the transportation office of any mechanical problems reported.

  • Assist in scheduling repairs on school buses for the purpose of ensuring that the vehicle is in a safe operating condition.

  • Assists the Transportation Maintenance Department staff to ensure proper care, maintenance and fueling of buses and to ensure bus malfunctions are promptly reported for repair.

  • Receive reports of road hazards, problems with bus stops, bus turn-arounds, and other potential safety issues to share with the TIMS section and the Transportation Director.

  • Respond to emergency calls for EMS assistance.

  • Responds to emergencies, including after hours situations, for the purpose of addressing immediate Safety concerns by serving a rotating call.

  • Investigates applicable bus emergencies/accidents and makes sure all written statements and reports are completed.

  • Assists the Transportation Director in assessing highway/road conditions during inclement weather. 

  • Assist in the implementation of Department of Transportation (DOT) Drug Testing.

  • All other duties assigned by the Director of Transportation or Associate Superintendent for Administrative Services.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS OF TRANSPORTATION COORDINATING SUPERVISOR.

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including buses, computers, adding machines, video cameras, GPS units and two-radios. Must be able to exert up to 50 pounds force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  Physical demand requirements are for medium work.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or composite characteristics (where similar or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.

Language Ability: Requires the ability to read a variety of reports and records and records, invoices, engineering schematics, topographical maps, etc. Requires the ability to prepare reports, records, forms, charts, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction and style. Requires the ability to speak to people with poise, voice control and confidence.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instruction in mathematical or diagrammatic form; deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional environments including engineering, mechanical, and legal terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of geometry.

Form/Spatial Aptitude: Requires the ability to inspect items for  proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using computers, vehicles, and other equipment.

Manual Dexterity: Requires the ability to handle a variety of items such as computers, vehicles, and other equipment. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear).  Must be able to communicate via a telephone.

School Bus Certification: Physical, emotional and mental ability to obtain and maintain a valid school bus certification.
