Procurement & Contracts Management Consultant (HYBRID)

Piper Companies is seeking a Procurement & Contracts Management Consultant to support a large-scale manufacturing facility expansion within a highly regulated industry. This individual will partner closely with project leadership, engineering teams, construction stakeholders, and suppliers to execute procurement and contracting activities throughout the capital project lifecycle. This role is based in Gaithersburg or Frederick, MD & is hybrid.

Responsibilities of the Procurement & Contracts Manager:

• Lead procurement and sourcing activities supporting engineering, construction, equipment, and facility expansion initiatives.
• Develop and manage RFPs, RFQs, bid packages, and vendor selection processes to support project objectives and timelines.
• Source and negotiate agreements with engineering firms, construction contractors, equipment suppliers, consultants, and subcontractors.
• Draft, review, and negotiate Statements of Work (SOWs), Master Service Agreements (MSAs), purchase agreements, and other commercial contracts.
• Conduct vendor evaluations, commercial assessments, bid clarifications, and pricing negotiations to secure optimal value and service.
• Coordinate contract approvals and execution while ensuring compliance with procurement policies and project requirements.
• Partner with project management, engineering, legal, finance, and construction teams to support procurement planning and project delivery.
• Monitor supplier performance, manage procurement risks, resolve contract issues, and track cost savings initiatives.
• Support procurement reporting, forecasting, spend analysis, and value-tracking activities throughout the project lifecycle.
  
  

Qualifications of the Procurement & Contracts Manager:

• 5 years of procurement, sourcing, supply chain, or contracting experience supporting capital projects.
• Experience procuring engineering, architectural, construction, design, or technical services.
• Strong background developing and negotiating SOWs, MSAs, service agreements, and commercial contracts.
• Proven experience with competitive bidding, vendor management, supplier selection, and contract negotiations.
• Experience supporting large-scale capital projects within manufacturing, pharmaceutical, biotechnology, life sciences, or other regulated environments preferred.
• Ability to independently manage multiple procurement packages, vendors, and stakeholder relationships simultaneously.
• Knowledge of Design-Build, EPC, or EPCM project delivery models is preferred.
• Strong negotiation, communication, analytical, and project coordination skills.
• Bachelor's degree in Supply Chain, Business, Engineering, Construction Management, or a related discipline preferred.
  
  

Compensation of the Procurement & Contracts Manager:

• Salary: $140,000 – $170,000 annually, commensurate with experience
