About The Role
Our client is seeking an HR Generalist (Payroll & Certified Payroll Focus) to support both payroll operations and core HR functions. This role plays a critical part in ensuring accurate payroll processing, including certified payroll compliance for applicable projects, while also supporting employees and leadership across a range of HR initiatives.

You will work closely with HR, accounting, and operations teams to ensure accuracy, compliance, and a positive employee experience.
What You’ll Be Doing
- Process weekly/bi-weekly payroll accurately and on time
- Prepare and submit certified payroll reports (e.g., WH-347) in compliance with prevailing wage laws (Davis-Bacon and related regulations)
- Ensure proper employee classifications, wage determinations, and fringe benefit calculations
- Track and validate hours worked on government or public works projects
- Maintain payroll records including wages, deductions, bonuses, and tax withholdings
- Manage garnishments, benefits deductions, and payroll-related compliance
- Partner with accounting and operations teams to reconcile payroll data and resolve discrepancies
- Support onboarding and offboarding processes, including new hire setup and final pay
- Maintain employee records and HRIS/payroll systems
- Assist with benefits administration and employee inquiries
- Provide guidance to employees on payroll, policies, and HR-related questions
- Support audits, compliance reporting (I-9s, EEO, etc.), and year-end processes (W-2s)
- 3 years of HR experience with a strong focus on payroll processing
- Hands-on experience with certified payroll and prevailing wage requirements
- Knowledge of federal, state, and local payroll laws and compliance
- Experience with payroll systems such as ADP, Paychex, or similar
- High level of accuracy and attention to detail
- Strong organizational and problem-solving skills
- Ability to handle sensitive and confidential information with discretion
- Strong communication skills and ability to work cross-functionally
- Experience in construction, public works, or government contracting environments is a plus
- Bachelor’s degree in HR, Business, or related field preferred (not required)
