Summary:


The Budgets and Contracts Manager (BCM) is responsible for the management of site-level clinical trial agreements, budgets, contract negotiations, investigator payments, and associated processes throughout the lifecycle of clinical research programs. This role partners closely with sponsors, clients, study teams, clinical sites, and internal stakeholders to ensure timely, accurate, and compliant execution of contracts and budgets. The BCM also leads process improvement initiatives, develops departmental tools and training, monitors performance metrics, and provides leadership to budget, contract, and investigator payment staff.


Duties and Responsibilities:



  • Partner with internal and external stakeholders, clients, and study teams to ensure comprehensive,accurate, andtimelyexecution of study agreements.

  • Review study protocols and amendments and develop research site budget templates in applicable currencies.

  • Collaborate with sponsor and client legal teams to develop Clinical Trial Agreement (CTA) templates for clinical studies.

  • Create and review negotiation strategies and parameters for contract and budget templates.

  • Conduct sponsor and client meetings to communicate departmental processes and coordinate contract and budget execution activities.

  • Negotiate and oversee negotiations of CTAs and study budgets for Summit Network sites.

  • Develop and oversee investigator grants and comprehensive study budgets to support business development proposals and bid responses.

  • Manageinvestigatorand site payment processes, including payment term development, system setup, payment scheduling, reporting, and reconciliation.

  • Utilize applicable systems to manage contracts, amendments, budgets, study plans, and investigator payments across multiple studies simultaneously.

  • Prepare reports, analyses, and status updates for internal and external stakeholders while proactivelyidentifyingand communicating timeline risks and mitigation strategies.

  • Partner with Finance and vendors to ensuretimelyinvestigatorand site payments and resolve related issues.

  • Serve as an escalation point for internal teams, network sites, sponsors, and clients.

  • Identifyprocess gaps and implement solutions related to budgets, contracts, and investigator payments.



  • Maintainaccuratetracking of negotiation activities, payment records, and historical contract documentation.

  • Ensure proper andtimelyfiling of required documentation.

  • Develop and implement departmental processes, procedures, tools, training programs, and performance metrics.

  • Supervise Budget, Contract, and Investigator Payment personnel.

  • Participate in special projects and other duties as assigned.


Knowledge, Skills, and Other Abilities:



  • Bachelor’s degree (Minimum) in a related field of study

  • At least 5yearsmanaging clinical trial budgeting and contracting.

  • Strong knowledge and understanding of standard provisions within clinical trial contracts.

  • Strong knowledge and understanding of ICH Guidelines, FDA regulations, and GCPs. 

  • Experience with international trials and/or sites and knowledge of GDPR preferred.

  • Excellent planning and organizational skills

  • Flexible, analytical, and solution focused.

  • Capable of developing precise,accuratewritten and verbal communications to provide management with status updates, and escalating risks asappropriate.

  • Must be able toidentifyand takeappropriate initiativesto fulfil the requirements of therole, andpossess the ability tomaintaina high levelof productivity with minimal supervision.

  • Must be self-motivated and able to work in a fast-paced environment.

  • Detail oriented

  • Excellent communication skills, written and verbal. 

  • Strong computer skills (efficiency in MS Office Suite).

  • Work is primarily performed in an office environment.

  • Occasionaldomestic travelmay berequired(up to 20%).

  • Requires close vision, distance vision, peripheral vision, depth perception, color vision, and the ability to adjust focus.

  • Exposuretobloodborne pathogens is rare.

  • Noise level in the work environment is typically moderate.
