BASIC PURPOSE

The Safety, Security, and Training Supervisor plans, coordinates, and executes PSTA’s safety, security, and training programs to ensure a safe and secure operating environment. This role fosters and promotes a culture of safety and security across the organization, investigates and processes incidents, collects and analyzes related data, and represents PSTA to external agencies and stakeholders. The position plays a key role in maintaining compliance, mitigating risks, and supporting the ongoing development and effectiveness of the workforce.

 

ESSENTIAL FUNCTIONS

Plans, conducts, and attends coaching and training programs for PSTA Employees, including new hire training, refresher training, retraining, return to work training, CDL training, defensive driving training, coaching, and all other relevant training.

 

Conducts safety and security reviews and investigations. Reports and makes recommendations for corrective action and/or enhancements. Manages safety and security programs and needs while participating in all necessary security and safety committees.

 

Develops short and long-term plans and procedures relative to PSTA’s safety, security, and training initiatives and executes these plans as needed.

 

Ensures compliance with Federal and State laws and regulations affecting safety, security, and ADA requirements.  This includes the maintenance of FDOT and FTA compliance inspections.

 

Prepares and distributes training aids such as instructional material, handouts, evaluation forms, and visual aids; sets up audio-visual equipment for presentations and conducts presentations and training as needed.

 

Instructs employees on PSTA Rules and Regulations, Safety Procedures, Provisions of the labor contract, Bus Operator’s Procedures Manual, and other safety and security work rules and procedures.

 

Conducts & verifies driver’s licenses, background checks, vehicle, equipment, and grounds inspections of all PSTA and affiliates to ensure compliance with state and local laws.   Submits and reviews driver’s license checks for all PSTA employees.

 

Possess or be able to obtain and maintain a CDL Third Party Testing Certificate with the State of Florida.

 

Collects and manages all incident reports and processes the reports as necessary.

Investigates, classifies, and logs incidents and events that occur on a daily basis. Inputs and processes safety, security and training data and creates reports in relation with the data risks and mitigation.

 

Plans and administers special projects and programs which effectively promote PSTA safety programs (i.e., Safe Driving Awards Banquet, Bus Rodeo, SS&T Interim Supervisor Program, SS&T Facilitator Program, and Various Committees, etc.).

 

Instructs Transportation Supervisors on accident reporting and other issues deemed necessary.

 

Performs accident investigations, manages the DVR program, prepares required reports, and recommends corrective action. Determines accident and incident preventability.

 

Prepares reports and notices for Employees consistent with PSTA policies, procedures, rules, and regulations.

 

Prepares and updates PSTA PTASP, Safety, and Security Plans annually. 

 

Manages the Security I.D. program and CCTV Monitoring Cameras.

 

Submits the safety and security reporting to the National Transit Database.

 

Participates in the Regional Urban Area Security Initiative (UASI)

 

Participates in CUTR committees, events, and instructional events.

 

Monitors and conducts investigations using the facilities' security camera program.

 

Collects data, trends issues, and prepares reports mandated by federal, state, and local agencies along with internal reports and analysis.

 

Partakes in and leads emergency occurrences where PSTA is involved.  Participates in all Emergency Events, as an “essential employee” in emergency situations, disasters, acts of nature, and major incidents.  Coordinates with Pinellas County Emergency Operations’ needs.

 

Participates and oversees PSTA functions and events.

 

Maintains manuals, record-keeping systems, and literature related to safety, security, and training.

 

Works both inside and outside the office as needed.

 

Travels to functions and trainings as needed and required.

 

Develops and maintains clear instructional documents, templates, and standard operating procedures.  Recommend process improvements to increase efficiency and accuracy.

 

Performs other functions as assigned.

 

SUPERVISORY RESPONSIBILITIES

Position does not have supervisory responsibilities.

 

QUALIFICATIONS

EDUCATION: High School Diploma or G.E.D. supplemented by education or training in business management, transportation, or a relevant area.

 

EXPERIENCE: A minimum of five years’ experience in transit operations with at least two years in transit supervision, transit training, or transit safety. Prefer candidates with transit supervisory experience and/or experience in Transit Safety, Security, and Training.

 

Equivalent combinations of education, experience, and training may be considered.

 

LICENSE REQUIREMENT: Must currently hold a valid Florida Commercial Driver’s License Class B with Passenger and Air Brakes endorsements and have held such a valid license for three years. No serious traffic violations or suspensions of Drivers’ License, and no DUIs for the previous seven years. No more than seven points in the previous three years. Must possess or be able to obtain Certification for State CDL Testing & Training Program within one year of hire.

 

OTHER REQUIREMENTS: The employee must be available to work nights, weekends, overtime, and be on call as needed, 365 days per year. A clean work record is required, including zero disciplinary actions in the prior 24 months, no more than one occurrence or miss out within the prior 12 months, no preventable accidents in the prior 12 months, and no more than one valid complaint within the last 12 months. The employee must reside within a one-hour commute to PSTA and Pinellas County. Additionally, the employee must satisfactorily complete the Transportation Safety Institute (TSI) Instructor’s Course in Bus Operator Training within one year of hire, obtain the Transit Safety & Security Program (TSSP) certificate within two years, complete PTASP Training and Certification, and successfully attend/complete all other required training for the position.

Knowledge: All Basic Transportation Operations fields including scheduling, dispatch, radio communications center, road coverage, detours, fare structure, routes, union contract rules and regulations, Bus Operator’s Procedures Manual policies, grievance processes, safety standards, security standards, federal safety regulations, state safety regulations, local safety regulations, and Transportation Laws as per Chapter 14-90 regulations and practices.  Knowledge of Basic Practices, Training Requirements, and Procedures regarding Transportation Supervisors, Bus Operators, and Maintenance Employees.

 

Skills: Effective verbal and written communication skills, interpersonal skills, training assessment skills, development and presentation skills, managerial or leadership skills, and coaching skills. Computer skills, including basic working knowledge of Microsoft Word, Outlook, Access, PowerPoint, and Excel. Comfortable with computer skills, with data entry and files, including using those skills to present publicly.

 

Abilities: Plan, design, implement, and coordinate safety, security, and training programs; speak and write clearly and effectively; establish and maintain effective working relationships; investigate and recommend solutions; make sound decisions; supervise and evaluate work of subordinate staff; develop and implement policies and procedures; read, understand, and apply contracts, laws, and regulations. Able to assume the responsibilities of a Transportation Supervisor or Bus Operator. Must be able to obtain the Transportation Safety Institute (TSI) certification of Safety & Security Specialist. Assess data and determine trends and patterns, creating solutions and implementing training towards such.

 

PHYSICAL DEMANDS

Maintain a valid DOT Physical as needed for CDL Class B with Passenger and Air Brakes endorsements.

 

Standing:  as much as 8 hours/day on asphalt, concrete, rubber-matted flooring of bus, grassy areas/gravel on the side of the road.

 

Sitting:  Up to a maximum of 12 hours per shift on an adjustable seat.

 

Walking:  as much as 8 hours /day on asphalt, concrete, rubber-matted flooring of bus, grassy areas/gravel on the side of the road.

 

Maximum Lifting:  less than 25 lbs. from waist; Frequency: once per day (supplies); fire extinguisher (10 lbs.), box of triangles (10 lbs.), bike rack (10 lbs.), compartment door (10 lbs.), wheelchair ramp (5 lbs.).  Frequency:  rare

 

Carrying:  less than 25 lbs.

 

Pushing/Pulling:  right sided acceleration/air brake foot pedals; sliding left sided window at driver’s seat, mirrors to adjust inside/outside of vehicle; destination sign; sun visor; levers/buttons/switches needed to operate bus/make adjustments to parts of bus during pre-trip inspection; lap seat belt; bus seats up/down to access wheelchair areas on wheelchair accessible buses; button on phone to communicate with dispatch; buttons on computerized fare box and MW800 screen; emergency hatch to open and close in case of an emergency (rare) or if air conditioning failure; spring releases underneath seats, occasional pushing of wheelchair of at least 50 lbs.

 

Climbing:  1-3 steps into/out of bus – maximum of 16” step; ascend/descend 1 flight of stairs

 

Balancing:  On steps of bus while adjusting outside mirrors; use of handrail inside bus utilized to balance.

 

Bending/Squatting:  Up to several times daily to strap wheels of wheelchairs into place; occasional to obtain emergency equipment that may be stored underneath seats or in other compartments at floor level of bus.

 

Twisting:  Optional at neck/waist; mirrors are to be used to visually observe traffic and customers on bus; at wrist to turn dials.

 

Rotation:  At arm/shoulder when using steering wheel; at waist when entering driver’s area.

 

Kneeling:  When strapping wheelchair customers into place.

 

Vision:  Near and far acuity.

 

Speaking/Signaling:  Speaks clearly and distinctly to convey information to others.

 

Hearing:  Perceives the nature of sounds by ear.

 

Reaching:  Arm’s length forward to 20”; downward to floor from seat to approximately 25”; sideways to approximately 10” and overhead to approximately 6 ½’ maximum from floor of bus

 

ENVIRONMENTAL CONDITIONS

Noise/Vibration:  Vibration when driving, general conversation and body noise from vehicle operation noted. Office work and computer.

 

Hazards:  Inclement weather conditions, traffic.

 

Machines/Tools/Equipment:  Transit buses with air brakes; tickets/transfers/schedules (less than 5 lbs.); radio on bus; emergency equipment; fare boxes; Smart Bus screens. Desktop,  laptop computers, AV equipment, cell phone, two-way radios.
