Job Summary
Assist the Highway Foreman in supervising work crews, schedule workers and equipment, stage materials required to complete assigned work projects, inspect work sites, evaluate work completed, and assure Public Works Department (PWD) safety and quality standards are met under basic supervision.
Typical Classification Essential Duties
The work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, finger, grasp, handle, reach, kneel, lift, pull, perform repetitive motion, stand, stoop, walk, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.
Work Environment
Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to my co-workers or others.
This is an internal promotion opportunity for current employees of the Development Services department only. You must be a current employee to be considered for this position.
The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.

Job Summary
Assist the Highway Foreman in supervising work crews, schedule workers and equipment, stage materials required to complete assigned work projects, inspect work sites, evaluate work completed, and assure Public Works Department (PWD) safety and quality standards are met under basic supervision.
Typical Classification Essential Duties
- Lead work crews performing construction and maintenance activities for roadways, traffic controls, drainage systems, and infrastructure and supervise and inspect construction and maintenance projects to assure work quality, effective use of resources, and compliance to County policies, procedures, and standards.
- Coordinate the daily activities of maintenance work crews, assign projects, staff, vehicles, and equipment, meet regularly with staff to discuss and resolve project schedules, equipment, and workload issues, provide assistance and training in technical issues and responsibilities, and work with employees to correct performance deficiencies.
- Order and stage materials, supplies, and equipment for work projects.
- Train staff in PWD work methods and safety procedures and evaluate and control ongoing work projects to assure that safety rules and regulations are followed.
- Inspect Pinal County roads, roadways, drainage systems, traffic control signs, and infrastructure, evaluate conditions, and recommend maintenance and repair projects.
- Assist with PWD administrative activities including employee scheduling, payroll reporting, work order processing, project cost estimates, and work activity reports and identify and resolve safety conditions and security issues.
- Review and maintain required daily logs, reports, and maintenance records and generate activity reports as required.
- Operate PWD vehicles and motorized equipment, as needed, to meet workload demands, work on assigned projects, and make appropriate decisions based on work experience.
- Oversee the maintenance and servicing of PWD equipment, identify and report mechanical problems requiring additional repair, and notify supervisors of repair problems beyond the scope of authority.
- Follow all safety rules and regulations, utilize proper safety precautions in all work performed, and report safety hazards, equipment problems, and emergency situations.
- Assist in coordinating work crews during emergencies.
- Set up work zone traffic control and inspect traffic control devices.
- Field review of post, present, and future projects, determine problems, and decide materials and equipment needed.
- Take measurements of road to be surfaced and calculate quantities of materials needed.
- Perform finish grade work on construction projects and try to solve any problems that might occur.
- Perform pre-trip and post-trip inspections on equipment and vehicles.
- Work with heavy equipment mechanics and fleet mechanics to ensure that all equipment and vehicles are in working order.
- To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
- High school diploma or GED equivalent.
- Two (2) years as Senior or Lead Operator.
- Valid Arizona State Commercial Class A Driver’s License, with tanker endorsement.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Experience in Heavy Equipment construction leading a special project or project management.
- OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required for some incumbents.
- Knowledge of materials, methods, tools, equipment, and supplies used in roadway maintenance.
- Knowledge of Federal and state safety rules and regulations, including OSHA, Manual on Uniform Traffic Control Devices (MUTCD), and AZ-DOT standards, protocols, specifications, and guidelines for public works construction and safety standards in hazardous traffic environments.
- Knowledge of county geography, traffic patterns, streets, landmarks, and PWD facility locations.
- Knowledge of occupational hazards and safety precautions, including proper use and storage of chemicals and OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
- Knowledge of personal computers utilizing standard and specialized software.
- Skill in assessing and prioritizing multiple tasks, projects and demands and planning and coordinating the work of others.
- Skill in using initiative and independent judgment within established procedural guidelines.
- Skill in performing a full range of skilled and semi-skilled PWD maintenance work.
- Ability to promote and enforce safe work practices.
- Ability to work with others to complete daily tasks.
- Ability to communicate with residents concerning complaints, project completion, and access to properties.
