The Dean of Employee Learning and Development (ELAD)/eLearning leads the development, implementation, and evaluation of comprehensive, coordinated programs, curriculum, systems, and organizational development opportunities that promote excellence and innovation for all Pierce College employees. This role advances Pierce College’s equity-centered mission by supporting professional development and eLearning opportunities that prioritize antiracism and inclusive practices.
The Dean develops and oversees programming in support of strategies that foster and strategize the quality, diversity, and relevance of professional development and eLearning. This position collaborates with administrators, faculty, staff, and other partners to improve equitable student learning and eLearning experiences with a focus on Black & Brown excellence, encourages external support for innovative and effective strategies, and fosters a culture in which professional development and eLearning are valued and supported in alignment with Pierce College's institutional mission and strategic plans. The position reports to the Vice President of Equity, Engagement, and Belonging (EEB) and requires regular and consistent attendance.

The Dean of Employee Learning and Development (ELAD)/eLearning will be responsible for the following, but not limited to:
Leadership and Management
Direct and support ELAD’s commitment to advancing Pierce College's equity and inclusion goals, ensuring comprehensive access and support for the diverse community of learners.
Provide vision and leadership for Employee Learning and Development (ELAD); develop, implement, assess, and oversee the strategic plan and programming in alignment with Pierce College’s institutional mission, with a specific focus on equity and antiracism.
Provide leadership and oversight for coordination and implementation of professional development programs at Pierce College.
Design, lead, and assess professional development curricula centering equity, diversity, and inclusive practices in collaboration with key stakeholders.
Partner with the Executive Team to develop strategic direction for employee learning.
Collaborate with Achieving the Dream core team, aligning professional development opportunities with the Institutional Capacities Framework (ICF) and EDI plan for equitable student success.
Provide leadership and guidance by staying abreast of emerging literature, research, and state code (WACs/RCWs) that inform professional development strategy; direct staff engagement in local and national networking; lead campus collaborations in employee learning and development.
Curate resources and programs to improve employee success in advancing the institutional mission and improving individual and organizational performance.
Serve as a member of Dean Team and provide leadership for identified and emerging faculty and staff professional development.
Chair and lead the college's All District Day Planning Committee (All District Day is a college-wide professional development day held twice a year).
Engage on committees and task forces (or delegate engagement) to reduce barriers and promote employee retention.
Design and oversee requests for professional development opportunities; maintain a resource database; ensure timely dissemination of information.
Facilitation and Coordination
Design, administer, and evaluate internal training programs.
Facilitate diverse professional development opportunities promoting innovative, equity-minded, and learning-centered services.
Provide direction and oversight for workshops focused on technology-enhanced teaching and inclusive pedagogies.
Provide guidance for faculty and staff committees in developing trainings aligned with the mission and core commitments to equity and antiracism.
Work closely with the Classified Staff Training and Development Committee and with HR on staff professional development.
Coordinate with the Director of Inclusive Practices, Associate Director of Faculty Excellence, Instructional Design Manager, and Director of Digital Equity & Accessibility to develop and implement workshops improving technology-enhanced teaching, inclusive pedagogy, student engagement, and accessibility.
Collaborate with the Executive Team, Institutional Research, and Institutional Effectiveness to develop annual training goals and benchmarks to advance institutional effectiveness; design, develop, and deliver appropriate training to advance the EDI plan and achieve its outcomes.
Communication
Foster effective communication strategies and systems to promote professional development opportunities.
Direct unified communication channels for professional development resources, including, but not limited to, maintenance of ELAD’s employee intranet page, internal and external department communications.
Collaborate with deans and administrative assistants to coordinate release time and/or stipends of faculty and staff members involved in ELAD projects.
Interface with external stakeholders regarding ELAD programs, including the Board of Trustees, partner institutions, and the Washington State Board for Community & Technical Colleges (SBCTC).
Program Supervision and Development
Build and sustain an inclusive and nurturing environment through which the ELAD team can build equity centered professional learning and development opportunities to advance the institutional mission.
Supervise ELAD professional staff; assign duties, set goals and accountability metrics, monitor and assess progress, conduct annual performance evaluations, and ensure staff professional development.
Assign and supervise project-based work for faculty, hourly employees, and student workers.
Oversee the management of ELAD facilities, resources, and presence on the Fort Steilacoom and Puyallup campuses.
Oversee ELAD budgets; manage and approve expenditures; work with deans and budget personnel to forecast short- and long-term budgeting needs; request funding for ELAD facilities, equipment, and resources as part of the institutional budget process; participate in institutional budget-building process and discussions in collaboration with the VP of EEB.
Collaborate with deans, supervisors, and finance personnel on guidelines and processes related to the use of professional development funds.
Participate in screening committees as needed.
Perform other duties supporting the college’s mission, goals, and objectives.
Education Required
Master’s degree from an accredited college or university in a relevant academic discipline, including Curriculum and Instruction, Educational Technology, Educational Leadership, or Equity, Diversity, and Inclusion.
Experience Required
Demonstrated successful background in organizational development, project management, execution of change management strategies, and talent management practices and processes, preferably in a higher education setting.
Effective experience in supervising professional staff and promoting their professional development, combined with a demonstrated ability to build consensus and lead teams to achieve equitable outcomes.
Proven experience supervising professional staff, promoting their professional development, building consensus, and leading teams to achieve equitable outcomes.
Proven results in building and managing relationships with administrators, faculty, and staff.
Demonstrated ability to develop and deliver sustainable, equity-centered, culturally engaging professional development programs, with knowledge and understanding of diverse backgrounds, to effectively serve a diverse community of learners.
Knowledge of outcomes-based curriculum design, student-centered teaching and learning theories, and technology-enhanced teaching and learning.
Demonstrated ability to develop needs assessment tools, analyze disaggregated data, and present findings, along with knowledge of practices in program development, planning, evaluation, and review.
Demonstrated ability to build consensus and lead teams in order to achieve equitable outcomes.
Experience with budgetary and fiscal management of programming and organization funds and accounts.
Experience with eLearning, web-enhanced instruction, and educational technology, preferably in a higher education setting.

Terms of Employment
This is a full-time administrative - exempt position. The primary work location will be at Pierce College, Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. The salary range for this position is $119,120.00 - $147,382.00 annually. The salary will be determined based on the candidate's qualifications and related experience. Typically, new hires start no higher than $124,084.00/year, based on Pierce College's Administrative/Exempt Compensation Plan.

This position works indoors in an office environment which requires visual concentration on detail, dexterity, precision, and is subject to frequent noise and interruptions. This position operates in a dynamic and fast-paced environment.
