The Planning & Engineering (P&E) Project Manager manages assigned projects within the planning and engineering department, including planning, environmental, design, procurement, construction and budget. An employee in this position performs oversight and technical management, compiles data and reports, manages schedules, and inspections. Work is performed under the supervision of the Deputy Director of Planning and Engineering at Piedmont Triad Airport Authority (PTAA).


Essential Duties and Responsibilities

•    Manage capital and large maintenance projects including renovation, modification, and new construction of horizontal and vertical assets on Airport property
•    Manage contracts with consultants performing planning, environmental, and design
•    Coordinate with tenants and maintenance personnel to improve or add to the existing facilities
•    Manage and maintain grants from federal, state, and other funding agencies
•    Review construction plans and specifications; hold design, pre-bid, pre-construction, bid opening, and Owner-Architect-Contractor (OAC) meetings
•    Perform on-site inspections of projects, evaluating progress, quality, quantities of materials, and general performance
•    Complete tasks, assignments, and projects within expected deadlines while ensuring a holistic approach and maintaining high quality and with great attention to detail
•    Make recommendations on capital improvement programs 
•    Prepare Request for Qualifications (RFQs) and advertise for professional services; negotiate fees, prepare contracts, purchase orders, and change orders for projects
•    Work with local and state agencies to obtain environmental and other permits as required
•    Assist as necessary with the noise program including coordinating with consultants and the public
•    Other duties as assigned

 

Required Knowledge, Skills, and Abilities
•    Working knowledge of engineering, environmental, planning, or architectural principles and practices 
•    Exposure to construction, phasing, and scheduling 
•    Experience reading and interpreting construction plans and contracts
•    Ability to identify and resolve problems in a timely manner, gather and analyze information, develop solutions, and work well in group problem-solving situations
•    Ability to visit project and program sites, complete inspections, and write reports 
•    Ability to develop and maintain effective working relationships with contractors, engineers, consulting firms, architects, attorneys, other airport employees and the public
•    Ability to effectively operate a two-way radio, computer, and phone
•    Proficiency with information technology resources, including Microsoft Suite, Bluebeam and other systems 

 

Minimum Requirements
•    Hold a degree in Engineering, Construction, or related field from an accredited four-year college or university
•    Three (3) to five (5) years of relevant experience required in engineering, environmental, architecture, or construction project management
•    Final candidates must pass a pre-employment drug-screening test and mandatory background checks
•    Hold and maintain valid U.S. driver's license with three (3) years of verifiable driving history

 

Preferred Knowledge, Skills, and Abilities
•    Knowledge of federal and state laws, regulations, and requirements for development
•    Knowledge of Federal Aviation Administration requirements for construction on Airports
•    Knowledge of Part 139 Airport Requirements
•    Knowledge of NEPA environmental regulations and procedures
