Physican Surgical Care Center is looking for a proven healthcare executive to join and lead the team as the Administrator at an Ambulatory Surgery Center located in Winter Park, Florida.

The Administrator will ensure success of the facility through quality enhancement, cost containment, vendor supply negotiation, revenue growth and through the development of strong relationships with facility staff, board members, and physicians. From a business operations standpoint, the Administrator will control quality improvement processes and will enjoy the many opportunities to grow his/her skills and knowledge in this regard.

Experience required: Bachelor's degree in one of the health professions, business administration, public administration or related field; or a minimum of 8 years of progressively responsible experience in lieu of a degree. Minimum three years experience in a top administrative or management position in the health field and at least two years’ experience directly managing teams and responsible for P&L. Demonstrated experience in developing growth strategies. Good command of the English language, both verbal and written. Ability to work well with “C” level healthcare partners, physicians, employees, patients and others. The Governing Board may determine other qualifications as seen fit.

Licensure and Certification: Certified Administrator Surgery Center (CASC) certification preferred but not required.

Key tasks and responsibilities (essential functions):

The following description of the job responsibilities and performance expectations are intended to reflect an overview of major responsibilities.

1. In collaboration with the Governing Board and other management, the Administrator is responsible for developing and articulating the vision for the Company and engaging leadership in refining that vision and its contribution to the Company's mission.

2. Overall management of the Partnership as outlined in the Operating Agreement as applicable.

3. Lead discussion/presentation during Monthly Operations Review call with Solara Surgical Partners.

4. Ensure compliance with policy and procedures as related to internal controls.

5. Develop, monitor and control the staffing needs, operations budget and capital budget.

6. Develop, monitor and control the purchasing plan to stay within the proposed budget and maintain compliance with group purchasing initiatives.

7. Develop and present cost analysis and capital equipment proposals to identify justifying factors and evaluate return on investment for capital equipment purchases.

8. Ensure compliance with government regulatory agencies and accrediting bodies.

9. Negotiate and control all external contracts, such as those with physicians, ancillary services, plant maintenance, and purchasing agreements.

10. Establish pricing for procedures based on cost analysis and local market standards.

11. Foster positive work relationships among all departments of the facility and act as liaison between Solara Surgical Partners and all staff at the facility.

12. Develop and ensure compliance with appropriate departmental policy and procedure manuals for use by the staff.

13. Closely monitor variations in the financial performance of the facility to avoid cash flow problems.

14. Serve as a non-voting member of the Medical Executive Committee and present and assist in proposing strategies, initiatives, and policies for Governing Board review/approval.

15. Ensure that all Governing Board decisions and actions are properly interpreted and administered by Company leadership and management.

16. Ensures minutes for the Medical Executive Committee and Governing Board meetings are timely drafted for Committee and Board approval.

17. Analyze operating performance and results of the Company and initiates corrective actions as necessary.

18. Advocate and ensure participation in integration activities across divisions and departments, focused on the long-term Company goals and objectives.

19. Demonstrates compliance with all budgetary and fiscal goals.

20. Determination of the qualifications and competence of personnel.

21. Ensures continuous assessment and improvement of the quality of care and services provided.

22. Development and implementation of policies and procedures that guide and support the provision of services.

23. Ensures compliance with accreditation agencies (AAAHC, HFAP/ACHC, Joint Commission, etc) and other regulatory agencies.

Personnel Administration

1. Hold frequent staff meeting outlining goals and priorities of the facility.

2. Manage exempt and non-exempt employees in accordance with the facility policies utilizing sound principles of practice and fairness.

3. Review employee performance as evaluated by their respective managers, ensuring that reviews occur as scheduled or at least annually for each employee.

4. Review and approve the disciplinary action and/or discharge of employees.

5. Evaluate management performance and other staff as designated.

6. Approve the addition or deletion of positions as well as approve applicants for employment in new or vacant positions.

7. Develop employee productivity analysis, and assure efficiency of staff levels through increases or reductions in the work force as necessitated by changes in surgical case volume.

8. Implements a program of job-based orientation, training, and ongoing evaluation for all employees.

9. Ensure appropriate management of employee files and records.

10. Provide educational opportunities for professional staff development.

11. Promote the implementation of positive customer relations by the employees and physicians.

Quality Improvement

1. In collaboration with clinical leadership, evaluate and promote implementation of a continuous quality improvement program.

2. Review and evaluate clinical leadership to ensure the infection control program and medical staff review of the quality improvement program.

3. In collaboration with clinical leadership, identify and correct quality care issues & develop statistical indicators to use in evaluating the overall operations and quality of care provided.

Medical Staff Relationships

1. Process the credentialing of practitioners of the facility or facilitate and oversee third-party credentialing processes ensuring Company remains compliant with credentialing and peer review processes.

2. Collaborate with the Medical Director in the review and revision of the Medical Staff Bylaws and Rules and Regulations on an annual basis.

3. Collaborate with the Medical Director and serve as a liaison in problem areas with the medical staff.

4. Promote positive relationships between employees and practitioners.

5. Develop a system whereby physicians' needs and their patients' needs are defined in order to determine the proper mix of servicesand efficiencies.

Physical Plant

1. In general, ensure that the facility is clean, neat, professional, well maintained and conveys a feeling of confidence to our patients, their families and our physician customers.

2. Identify and approve plant improvements and repairs.

3. Promote a physical plant that is safe and aesthetically appealing.

4. Develop appropriate record keeping is maintained and incidents reported relative to the emergency generator, utilities, security, environment and emergency preparedness drills.

5. Ensures monitoring of the Environment of Care is performed on a daily basis, according to policy.

Personal Development and Professionalism

1. Identify areas that require additional reinforcement through education, consultation, or practicum.

2. Follow the facility's professional conduct and dress code policy.

3. Maintain patient, physician, and employee privacy and confidentiality per policy.

4. Communicate effectively and courteously with visitors, physicians and their office staffs, patients and employees.

5. Fosters growth and development of management and leadership skills in managers and team members.
