Overview
Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Senior Manager for its Policy and Research team to help contribute to research and policy analysis related to the 340B program and related topics.
The individual will report to the Deputy Vice President, Policy and Research and will work closely with staff across the organization and member companies to develop PhRMA policy positions, work plans and strategies on issues related to these areas.
The Senior Manager Will

The preferred candidate will bring substantive health care communications expertise and be an organized, detail-oriented, self-starter with excellent writing skills and the ability to convey content in an audience-appropriate and compelling manner. Demonstrated consensus building, decision-making and interpersonal skills are essential. This is a highly visible, fast-paced position that is both internally and externally facing. Accordingly, the successful candidate should be adaptable, able to reprioritize and shift gears quickly, comfortable in a high-pressure environment and be politically savvy, diplomatic, responsive, and mature.
Professional Experience / Requirements
$92,100 - $126,600 per annum. Salary is commensurate with experience and other compensable factors.

The individual will report to the Deputy Vice President, Policy and Research and will work closely with staff across the organization and member companies to develop PhRMA policy positions, work plans and strategies on issues related to these areas.
The Senior Manager Will
- Develop subject matter expertise on the 340B program and issues related to hospital pricing.
- Keep current on trends, research studies and third-party policy analyses related to 340B and hospital finances.
- Work closely with colleagues in other departments to support education and advocacy initiatives on 340B, including ensuring that all materials and positions are consistent with PhRMA’s goals.
- Develop slides, talking points and other materials across a range of issues related to 340B.
- Oversee and coordinate research projects being managed by outside consultants, including scoping projects, tracking deliverables, managing the review process, and analyzing findings and their impact on PhRMA’s advocacy goals.
- Support work to analyze regulations and draft comment letters, helping to track and integrate member company feedback.
- Provide technical expertise and develop materials to support State advocacy efforts.
- Assist with member workgroup calls and coordinate the development of materials related to those calls.
- Serve as a resource across PhRMA’s Policy and Research department, plugging in across a variety of issue areas to help the department flex to meet changing needs.
- Perform other duties as assigned.

Professional Experience / Requirements
- Bachelor’s degree required.
- 4 years of experience in legislative or regulatory policy and/or advocacy.
- Strong writing that communicates clearly and persuasively on advocacy issues.
- Strong verbal communication and presentation skills.
- Ability to review analytic reports and interpret data and bring data analysis to bear on policy issues.
- Ability to synthesize, distill and clearly communicate complex ideas to a non-technical audience.
- Be an adaptable, proactive problem solver, who is comfortable working in a high-pressure environment.
- Excellent interpersonal skills that foster the ability to design and manage multiple projects simultaneously.
- Expertise in Microsoft Office products such as Excel and PowerPoint.
- A Master’s degree in Public Policy or related field or Capitol Hill, HHS, and/or state legislative or regulatory experience.
- Interest in learning about and working on the 340B program is necessary but candidates do not need to have past professional experience with the program.
