Phoenix Group of Virginia (PGV) seeks a Deputy Waterfront Manager to support the INACT Effort at SUPSHIP Newport News. This senior-level acquisition professional serves Waterfront principal deputy, executing the project team’s directives and assuming full programmatic authority in their absence. The Deputy Program Director is accountable for the day-to-day direction, coordination, and execution oversight of critical inactivation work streams, operating within a complex multi-stakeholder Government contracting environment.

Position Description:
This position requires a senior acquisition professional with demonstrated experience in complex defense program environments, shipyard operations, and familiarity with Government contracting. The Deputy Waterfront Manager is empowered act on behalf of the project team with full authority across all programmatic, technical, and contractual matters in accordance with the Performance Work Statement (PWS), applicable NAVSEA directives, and Government-approved execution plans.

Primary Functions:
  • Oversee Distributive System takedown operations, ensuring proper sequencing, lockout/tagout compliance, and interface coordination with compartment closeout milestones.
  • Manage Temporary Power installation planning and execution, coordinating with the shipbuilder and waterfront stakeholders to maintain safe and compliant power configurations throughout the availability.
  • Direct Compartment Closeout activities, maintaining accountability for documentation, material status, and readiness certifications in support of the overall execution schedule.
  • Oversee Tank Work planning and execution, including interface removal, inspection requirements, and coordination with applicable NAVSEA technical authorities.
  • Lead Material Reclamation efforts, ensuring compliant disposition, Government-Furnished Equipment (GFE) accountability, and alignment with applicable acquisition and Federal logistics policy.
  • Manage Load Center takedown operations, integrating electrical system isolation with broader ship systems engineering activities and safety requirements.
  • Oversee Propulsion Plant operations support in execution of the INACT Effort, ensuring qualified oversight, procedural compliance with NAVSEA 08 and applicable mechanical standards, and coordination with Reactor Department counterparts as required.
  • Serve as the primary Work Control integration lead with MARMC, NASSCO, and NNS, ensuring all work packages, Availability Work Items (AWIs), and contractor work packages are properly coordinated, de-conflicted, and executed in accordance with contractual and regulatory requirements.
  • Manage Defueling cut planning to include interference removal, ensuring all prerequisite work is identified, scoped, sequenced, and integrated into the master execution schedule.
  • Manage Laydown Area compliance, coordinating space allocation, hazardous material controls, and environmental compliance with shipyard and Government facility managers.
  • Own 8010 compliance integration across all assigned work streams; serve as the primary interface with the Fire Systems Coordinator (FSC) to ensure real-time fire safety plan currency, work zone delineation, and regulatory adherence throughout the INACT Effort.
  • Apply Federal Acquisition Regulation (FAR), DFARS, and DoD acquisition policy to program planning, subcontractor oversight, deliverable management, and cost/schedule performance reporting.
  • Lead program reviews, Technical Interchange Meetings (TIMs), and status briefings as required.
  • Perform other duties as assigned by the Program Director in support of Statement of Work requirements.

Position Requirements:

General Experience:
Bachelor’s degree in Engineering, Program Management, Business Administration (Federal Acquisition concentration), or a related technical or management field; or equivalent combination of education and directly applicable experience.
Minimum 12 years of progressive experience in Navy ship maintenance, inactivation, or major availability program execution, with demonstrated leadership of multi-disciplinary teams.
Deep working knowledge of ship systems relevant to INACT execution, including distributive systems, propulsion plant, electrical systems, tank work, and defueling operations.
Demonstrated experience with Government contracting environments, including working knowledge of FAR/DFARS, CDRL management, Earned Value Management System (EVMS) reporting, and contract performance baselines.
Proven ability to integrate work execution across multiple Government and contractor organizations including NAVSEA, SUPSHIP, PMS-level program offices, MARMC, NASSCO, and NNS.
Working knowledge of NAVSEA 8010 fire safety requirements and experience coordinating directly with fire safety authorities, including Fire Systems Coordinators.
Active U.S. Secret security clearance required. U.S. citizenship required.

Additional Requirements:
Former U.S. Navy Senior Officer, Chief Warrant Officer (CWO), or Limited Duty Officer (LDO) with carrier, submarine, or shipyard experience preferred.
Experience with INACT or major availability planning, AWP development and execution, and SWLIN, CDRL, and CDS processes preferred.
Ability to obtain Secret security clearance preferred.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook); familiarity with program management scheduling tools (e.g., Primavera P6, Microsoft Project) and data reporting platforms (e.g., Power BI) preferred.

Work Environment and Physical Requirements:
Onsite: SUPSHIP Newport News / shipyard and program office environment. Frequent engagement with shipyard industrial areas; personal protective equipment (PPE) required. Ability to traverse shipboard spaces, ladders, and confined work areas as required. High-tempo, schedule-driven environment requiring sustained focus and flexibility.
