The HR Manager will be responsible for long-range HR planning as well as partner with CoE’s and HR Operations & Services to meet the day-to-day HR operations for the Ponca City Refinery. The incumbent, as lead Human Resources Business Partner, is expected to have commensurate knowledge and ability to lead Refinery Leadership Teams in the strategic management of all personnel and personnel related activities (Utilization of all Employee and Manager Self-Service processes; workforce planning; lead local Talent Management processes; acting in concert with the business to align business goals with employee development strategies and to facilitate the completion of those goals through others). This position also acts as the key HR consultant to the Refinery Leadership Team and other key refinery personnel to assist in the resolution of complex Human Resources issues and for the optimization of Human Resource strategies.

Responsibilities May Include
- Providing HR leadership and support to refinery management in developing and implementing effective people strategies to enable the goals of the refinery - This includes developing a full understanding of the functions’ business and goals so that people strategies are value adding and targeted to address specific business strategies and needs.
- Align talent strategy with business strategy and adjusting to respond to changing business needs.
- Consulting with the COEs (Centers of Excellence) on the particular needs of the refinery, e.g., staffing, employee relations, industrial relations, compensation, benefits, expatriate administration, career development, and talent management.
- Serving on the leadership team for the refinery.
- Coaching/counseling senior managers and serves as a thinking partner.
- Manage HR performance and monitor organizational health through data, KPIs & business performance.
- Lead succession planning process and participate in the identification/management of high potential employees.
- Drive the consistent delivery of enterprise talent standards and processes.
- Deploy business specific engagement and culture initiatives.
- Legally authorized to work in the job posting country.
- Bachelor’s degree in Business Administration, Organizational Psychology, Industrial Psychology, Human Resources, or a related field.
- 5 or more years of exempt-level experience in Human Resources.
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Travel up to 10% of the time
- Occasional on-call duties
- Work extended hours, which may include evenings, weekends, and holidays
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
- Maintain face daily so that a respirator / face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
- Master’s degree
- PHR, SPHR, or other HR certifications
- Ability to proactively identify and diagnose problems and recommend appropriate course of action
- Ability to influence and drive organizational change through knowledge and competency which is demonstrated by combining Human Resource principals with specific business acumen that delivers results though people for the business; aligns Human Resources process and systems to deliver those business results
- Exceptional written and oral communication skills and the ability to interact appropriately with all levels of internal and external key stakeholders, from Senior Managers to hourly field employees
- Ability to evaluate tradeoffs associated with different strategic options
- Ability to effectively manage a variety of stakeholders with different needs and perspectives
- Ability to analyze and apply data to solutions which drive business value
- Effective Change Leader and positive Management role model; leads by example and understand the change process
- Capable of maintaining strict confidentiality
- Understands internal/external business environment context and adjusts or develops Human Resources strategies to be successful in any environment
- Identifies people implications from business strategies, including the identification of new competencies
- Manages all aspects of Performance Management; from coaching and consulting with Senior Management to assisting supervisors with tactics and solutions for managing hourly field employees
- Ability to develop metrics that define and measure results
