Position Summary
The position serves as the primary contact for Philadelphia Works, Inc. with key contracted service providers in the youth workforce system, which requires a multidimensional approach to ensure success and compliance. This position will provide the first level of oversight to the provider(s), be responsible for overseeing the management of all projects, act as the communication liaison for Philadelphia Works, ensure the provider is accountable to the scope of service expectations, and provide technical assistance. The overall responsibilities include management of assigned projects, planning and continuous improvement, and assessment of providers’ operational performance. This position serves as primary support to leadership, assisting with the creation of strategies to implement across the business unit to enhance its operations. This position will support leadership in making changes to process workflows, developing, implementing, and measuring the impact of regulatory policies, and evaluating the effectiveness of systemic changes. The position gathers feedback from staff, customers, and leadership to make useful adjustments to organizational procedures.
Essential Functions
- Assist the Senior Manager in organizing, planning, and implementing the strategy
- Develop tools and processes that track progress of monthly, quarterly, and annual objectives
- Development of programmatic monitoring schedules that meet PhilaWorks organizational compliance requirements
- Main point of contact in Operations Unit for assigned contracted provider(s).
- Responsible for programmatic contract management, ensuring all aspects of the scope of services are carried out, and reviewing and approving deliverables related to invoicing within specified timeframes.
- Maintain up-to-date information on all assigned projects, including policies, standard operating procedures, dashboards, report cards, and other tools to ensure program quality, integrity, and compliance.
- Represent Philadelphia Works with a variety of stakeholders at planning and site visits for community projects and partner service delivery sites at various locations throughout the city.
- Assist Senior Manager in the development of the scope of services and budget for the provider and lead the development, periodic update, and revision of standard operating procedures related to project completion and service delivery.
- Assist the Senior Manager with the coordination of procurement processes for this contractor.
- Provide regular assessment of the contractor’s operational success and recommendations for improvement to management.
- Work closely with the data and research team to ensure appropriate processes are in place for tracking activity and performance of contractor services; provide guidance and direction to providers on these processes.
- Work closely with key internal and external stakeholders to ensure coordination and efficiency of process for the various projects between Philadelphia Works and provider(s).
- Work closely with other departments within the business unit to start up and manage projects that affect multiple departments.
- Analyze and identify customer trends across engagement strategies to support the Senior Manager with process improvements and recommendations
- Responsible for offering process changes and making recommendations to address changes to local, state, or federal policies.
- Coordinate with other teams to assist with the development of monitoring and evaluative tools for special projects and initiatives.
- Support continuous improvement and the implementation of new projects and concepts:
- Be the influencer of change
- Communicate processes/procedures to providers in a consistent manner
- Provide training to providers on new processes/procedures, as needed, and in coordination with internal and external partners
- Follow through to ensure consistent and efficient implementation
- Perform other job-related duties as assigned
Requirements
Education/Professional Experience
Bachelor’s Degree from an accredited college or university in Human Services, Business Management, or related field with at least 5 years of monitoring or quality assurance experience. Previous workforce experience is preferred, with knowledge of WIOA and TANF regulations. Or any combination of education and experience determined to be acceptable.

Salary : $65,000 - $70,000
