Marketing Statement


Under basic supervision of the Budget Manager, performs a variety of accounting and budget analysis duties in the maintenance of special fund budgets for capital projects.


The salary range for this position is $61,708 - $77,135 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.


Qualifications


MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines:

Bachelor’s Degree in Accounting, Finance, or a related field; AND two or more years budget and accounting experience; OR an equivalent combination of education, training and experience.


Required Knowledge of:


State and Federal statutes, codes, and regulations governing public sector accounting functions; Generally Accepted Accounting and Auditing Principles for public sector financial administration; Principles of construction project planning and progress reporting; Techniques and procedures for capital budgeting and special fund accounting; Principles of grant fund accounting, budgets, contracts, and records management; Methods, procedures, and standards for Public Housing record keeping and records management.


Required Skill in:

Interpreting and applying state and Federal accounting rules and regulations, and PHA budget procedures and policies; Reviewing and interpreting financial and technical documents, and verifying compliance with capital project plans and budgets; Reviewing and analyzing accounting records, transactions, and reports; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers; Operating a personal computer utilizing standard and specialized software; Communicating effectively verbally and in writing.


LICENSE AND CERTIFICATION REQUIREMENTS:

A valid Commonwealth of Pennsylvania Driver's License may be required.




Responsibilities


Processes and reconciles journal entries and technical documents to maintain special fund budgets for capital projects; performs duties according to PHA policies; records transactions, reconciles differences, reviews and investigates budget and accounting records, and resolves budget issues within scope of authority; duties may vary according to work assignment; Reviews and processes requisitions and purchase orders; checks general ledger codes, fund status, and project completion status; Creates budget journal entries, and adjusts capital fund accounts as needed; Corrects coding errors from inventory withdrawals; Evaluates accounts monthly and verifies accuracy of purchase and requisition details; Provides special funding and account over-rides within scope of authority; Closes out capital project budgets, and transfers funds to manage account balances; Researches budget, accounting, and technical transactions to resolve questions and validate data; verifies fiscal accountability and fund integrity for all transactions; Monitors accounts, and analyzes accounting documents for accuracy, completeness, and compliance with Federal, state, and PHA policies; Reviews accounting records and ledgers, and corrects errors as required; Assures accounting information is complete and accurate; verifies accuracy of supporting documentation; researches and reports discrepancies and anomalies; Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
