Founded as a result of the federal Older Americans Act, the AAAs are mandated to “facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers.” PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.

Requirements:

Description of Role: The OAPS Field-Based Training Supervisor is responsible for implementing and managing field-based competency-focused training for new OAPS workers. This role ensures that trainees develop the skills and knowledge necessary to provide high-quality protective services to older adults. The position reports to the Director or Assistant Director of OAPS and operates with significant autonomy and discretion.

Required Education and Experience:

  • Bachelor’s degree required, master’s degree preferred.
  • Demonstrated experience successfully training staff to excel.
  • Minimum of 2 years' full-time experience working directly in protective services is strongly preferred. Preferred: 2 years as an Older Adult Protective Service Supervisor.
  • Minimum of 2 years’ experience providing performance feedback (e.g., mentoring, coaching, supervising, or training).
  • Preferred: Bilingual (English/Spanish).

Job Responsibilities: FULL Job Description will be available.

a. Supervise and train new OAPS staff in field-based competencies.

b. Evaluate trainee performance in core areas including case initiation, face-to-face contact, interviewing, investigation, service planning, documentation, evidence analysis, and time management.

c. Ensure only competent trainees advance through the training program; dismiss those who do not meet standards.

d. Collaborate with unit Supervisors to transition trainees into permanent roles.

e. Promote cultural competency and respectful engagement across diverse populations.

f. Use standardized tools and assessments to evaluate trainee progress.

g. Coordinate with OAPS Mentors to support peer learning and case access.

h. Partner with the Pennsylvania Department of Aging training staff to ensure completion of PDA-required training.

i. Manage multiple training timelines and schedules simultaneously.

j. Contribute to training development, testing, and evaluation.

k. Prepare reports and analysis on training activities.

l. Collaborate with internal stakeholders to support service delivery.

m. Perform other duties as assigned.

Professional Characteristics:

  • Knowledge of program planning, implementation, and evaluation.
  • Familiarity with OAPS policies, procedures, and regulations.
  • Strong interpersonal and communication skills.
  • Ability to analyze data and prepare clear reports.
  • Ability to supervise, train, and motivate staff.
