ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONAL
Only a departmental promotional eligible list for the Water Department will be established as a result of this examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence on this application. This response will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration
ORAL EXAMINATION
This examination will be scheduled for June 2, 2026 and June 3, 2026. Please note that this examination date is subject to change. Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the examination.
Candidates taking an oral examination may have their responses rated by a panel of Subject Matter Experts on the date of the examination, or have their responses recorded and rated by Subject Matter Experts at a later date. TEST REVIEWIn accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
1. CIVIL SERVICE STATUS:
Presently employed by the City of Philadelphia with permanent Civil Service status in the Water Department with a performance rating of Satisfactory or higher.
AND
2. EDUCATION:Education equivalent to completion of the twelfth school grade.
AND
DISTRIBUTION SPECIALTY
3. GENERAL EXPERIENCE:
Four years of experience in the installation, repair, operation, restoration or maintenance of water distribution mains and equipment.
AND
4. SPECIFIC EXPERIENCE:
Three years as a Water Distribution Crew Chief or an Emergency Water Distribution Crew Chief directing the activities of one or more moderately sized field crews engaged in the repair and maintenance of water distribution mains and equipment.
OR
COLLECTION SPECIALTY
3. GENERAL EXPERIENCE:
Four years of experience as a member of a crew engaged in the construction, repair, cleaning, operations, restoration or maintenance of sewers, interceptor chambers, or storm water collector systems or waterways.
AND
4. SPECIFIC EXPERIENCE:
Three years as a Sewer Maintenance Crew Chief or Excavation Crew Chief supervising several small crews engaged in the various aspects of sewer maintenance and repair program;
OR
5. SPECIFIC EXPERIENCE
Two years of experience as an Inlet Cleaning Supervisor directing, through subordinate supervisors, field forces engaged in cleaning storm water inlets.
OR
6. SPECIFIC EXPERIENCE
Two years of experience as an Interceptor Services Supervisor directing, through subordinate supervisors, field activities of crews engaged in the inspection, maintenance, and repair of interceptor chambers.
OR
COLLECTION SPECIALTY
3. GENERAL EXPERIENCE:
Four years of experience performing utility field investigations.
AND
4. SPECIFIC EXPERIENCE:
Three years of experience as a Field Representative Supervisor supervising the work of a group of field employees engaged in investigating complaints pertaining to water and sewer services.
OR
Both Specialties
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Conveyance Supervisor.
Possession of Pennsylvania Boating Safety Education Certificate during tenure of employment as a Water Conveyance Supervisor (Collection specialty) if required by job assignment.
Salary : $64,336 - $82,714
