Position Summary


Phase 3 Energy & Power Solutions is seeking a full-time, on-site Human Resources Manager based in Midland, TX. This role will oversee and manage all HR functions, including recruiting and onboarding, employee relations, payroll coordination and administration, training and development, compliance, performance management, benefits coordination, and HR recordkeeping.


The Human Resources Manager will work closely with leadership and employees to support a positive, productive, and compliant workplace environment. This position is ideal for a hands-on HR professional who is comfortable working in a fast-paced construction and industrial environment.


Key Responsibilities


  • Oversee day-to-day HR operations and serve as the primary HR contact for employees and leadership.
  • Manage recruiting, hiring, onboarding, and employee orientation processes.
  • Coordinate and support payroll functions, including timekeeping review, payroll processing, payroll records, and resolving payroll-related questions.
  • Partner with accounting, operations, and management to ensure payroll accuracy, timely submissions, and compliance with applicable wage and hour requirements.
  • Develop, implement, and maintain HR policies, procedures, and employee handbook updates.
  • Support employee relations matters, including workplace concerns, investigations, conflict resolution, and disciplinary processes.
  • Coordinate performance management processes and support supervisors with coaching, documentation, and employee development.
  • Administer and coordinate employee benefits, leave programs, and related HR processes.
  • Ensure compliance with applicable federal, state, and local employment laws, labor regulations, wage and hour requirements, and company policies.
  • Maintain accurate HR, payroll, personnel, compliance, and reporting records.
  • Lead or coordinate training and development initiatives to support employee growth and operational needs.
  • Partner with leadership to strengthen workplace culture, retention, communication, and employee engagement.
  • Support HR and payroll processes for field, office, and project-based employees across multiple operating locations.


Qualifications


  • Strong expertise in core HR functions, including recruitment, onboarding, employee relations, payroll coordination, and performance management.
  • Knowledge of labor laws, wage and hour compliance, compliance standards, benefits administration, and payroll practices.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • Proficiency with HR software, payroll systems, recordkeeping systems, reporting tools, and Microsoft Office or similar platforms.
  • Ability to lead training and development initiatives that support employee growth and business needs.
  • Strong organizational, leadership, decision-making, and problem-solving capabilities.
  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field preferred.
  • HR certification such as PHR, SPHR, SHRM-CP, or SHRM-SCP is highly desirable.
  • Previous HR leadership experience in construction, EPC, oil and gas, industrial services, or heavy construction environments is a plus.
