The Purchasing & Inventory Control Manager is responsible for leading procurement and inventory management activities across both the North Pole Refinery (NPR) and the Valdez Refinery (PSVR), ensuring the reliable, cost-effective, and timely availability of materials and services to support refinery operations.

Reporting to the Vice President of Refining, this role serves as the single point of accountability for materials readiness, supplier performance, and inventory health across the organization. The position balances strategic sourcing and cross-site optimization with direct support of day-to-day operational and maintenance requirements.


Essential Duties and Responsibilities

Procurement & Strategic Sourcing

  • Lead procurement of materials, equipment, and services across both refineries
  • Develop sourcing strategies that balance cost, quality, lead time, and supply reliability
  • Negotiate contracts, pricing agreements, and supplier terms
  • Establish and maintain strategic supplier relationships

Inventory Management & Optimization

  • Oversee inventory control for maintenance, operations, and turnaround materials across NPR and PSVR
  • Optimize inventory levels to ensure availability of critical spares while minimizing working capital
  • Drive inventory accuracy through cycle counts, audits, and system discipline
  • Reduce excess, obsolete, and slow-moving inventory

Multi-Site Alignment & Standardization

  • Standardize inventory practices, part numbering, and material specifications across both refineries
  • Ensure consistency in processes, systems, and supplier usage
  • Balance and optimize inventory between sites where applicable

Operational & Maintenance Support

  • Partner closely with Refinery Managers, Operations & Maintenance Coordinators, and Maintenance teams to ensure readiness of materials
  • Support planned and emergent work with timely procurement and issue resolution
  • Align materials strategies with equipment criticality and operational priorities

Turnaround (TAR) Support

  • Ensure materials readiness for turnaround planning and execution
  • Coordinate sourcing of long-lead and critical items
  • Support turnaround planning teams with procurement timelines and logistics.

Systems & Data Management

  • Manage purchasing and inventory processes within ERP/CMMS platforms (Manager Plus, Oracle, or equivalent)
  • Ensure data accuracy for materials, vendors, and inventory records
  • Drive improvements in workflows, reporting, and system utilization

Financial & Cost Management

  • Manage procurement spend and support budgeting processes
  • Identify cost savings opportunities through sourcing strategies and inventory optimization
  • Track supplier performance and cost efficiency across sites

Compliance & Governance

  • Ensure procurement and inventory practices align with company policies and regulatory requirements
  • Maintain audit readiness and strong internal controls
  • Support safety and PSM requirements related to materials and equipment

Leadership & Team Development

  • Lead and develop purchasing and inventory personnel
  • Establish performance expectations and accountability
  • Foster a culture of safety, accuracy, and continuous improvement


Education and Experience

Education

  1. Bachelor’s degree in Supply Chain, Business, Engineering, Operations Management, or a related field preferred.
  2. A combination of related education, professional training, and directly relevant experience may be considered.

Experience

  1. 8–12 years of experience in purchasing, supply chain, or inventory management in refining, petrochemical, or heavy industry.
  2. 3–5 years of leadership experience.
  3. Experience supporting maintenance and turnaround environments strongly preferred.
  4. Experience working across multiple sites or centralized functions preferred.

Technical Skills

  1. Experience with ERP/CMMS systems such as Manager Plus, Oracle, or equivalent platforms.
  2. Strong understanding of inventory control, procurement processes, and supply chain optimization.
  3. Familiarity with refinery materials and equipment, including mechanical, electrical, and instrumentation components.
  4. Strong analytical capability, including Excel and reporting tools.

Additional Requirements

  • Must meet refinery site access requirements, including background check, drug screening, and TWIC card if applicable.

Physical Requirements

  1. Ability to sit, stand, walk, reach, and use hands and arms regularly.
  2. Must be able to lift/move up to 25 pounds frequently and up to 50 pounds occasionally.
  3. Occasional exposure to outdoor weather conditions and industrial environments with moderate noise.
  4. Requires travel between PSI locations.
