What are the responsibilities and job description for the Chief Financial Executive position at Perry County?
Perry County is seeking a Chief Financial Executive to manage the financial operations of the County to include strategic planning, financial forecasting, financial management, budget administration, cash management, debt management, accounting and procurement.
Essential duties include, but are not limited to:
- Develops and monitors the County operating and capital budgets to include report preparation
- Responsible for the annual budget process
- Manages the daily operations of the Fiscal Department to include accounts receivable, accounts payable, cash receipts, capital assets management, debt service, lease management, encumbrances, and journaling
- Responsible for all federal and state funding auditing requirements and ensuring payment occurs
- Establishes and maintains internal control procedures and ensure compliance with state and federal standard accounting procedures
- Participates in the County asset management to include investments.
- Oversees County pension activities.
- Manages and reviews the accuracy of all payroll deductions, tax tables, and other payroll related adjustments.
- Responsible for the accuracy and integrity of all County financial records by regularly reviewing and approving transactions, accounts, and balances.
- Presents financial reports periodically or at the request of the Commissioners
- Maintain compliance with Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), and Financial Accounting Standards Board (FASB) standards.
Qualifications/Experience:
- Bachelor’s degree in accounting, finance, or business administration or related field of study
- 8 – 10 years of progressive financial management and supervisory experience
- Public sector fiscal experience preferred
Salary of $115,000, with consideration for experience, accompanied by a full benefits package.
