About The Role

Peraton is seeking an experienced Deputy Program Manager (DPM) for the U.S. Customs and Border Protection (CBP) Network Operations Center (NOC). The DPB will serve as the second-in-command for a large-scale, mission-critical IT network operations support contract. The DPM organizes, directs, and manages contract operation support functions involving multiple, complex, and inter-related project tasks across geographically dispersed locations. This individual maintains senior-level client relationships, drives program performance, and ensures delivery of all contractual obligations on time and within budget.

The DPM acts with full delegated authority in the absence of the Program Manager and serves as a key liaison between Contractor personnel, government stakeholders, and senior leadership within the CBP organization.

This position requires full-time, on-site presence at the designated CBP NOC facility in Ashburn, VA.

Day to Day Roles and Responsibilities:

Organize and delegate responsibilities to subordinates; oversee the successful and timely completion of all assigned tasks and deliverables.

  • Program Leadership & Oversight
    • Organize, direct, and manage all contract operation support functions for the CBP NOC program, encompassing multiple complex and interdependent project tasks.
    • Oversee day-to-day operations of contract support teams deployed across multiple sites and operational environments.
    • Assume full Program Manager responsibilities and authority in the PM's absence. Lead, mentor, and manage multi-disciplinary teams of contract support personnel at multiple locations, ensuring staffing levels, skill alignment, and performance standards are maintained.
Foster a high-performance culture aligned with Contractor and government mission priorities.

  • Client Interface & Stakeholder Engagement
  • Maintain and manage the client interface at senior levels of the CBP organization, including SES-level and executive government counterparts.
  • Meet regularly with customer and Contractor personnel to formulate and review task plans, deliverable schedules, and program milestones.
  • Serve as an escalation point for program-related issues, risks, and decisions requiring senior-level resolution.
  • Lead customer discussions with confidence and candor, including difficult conversations about performance, risk, and the path to resolution.
  • Build strong working relationships across Peraton, subcontractor teams, and CBP. Listen to technical staff, remove obstacles, and hold teams accountable without creating friction.
  • Planning & Deliverable Management
  • Collaborate with the Program Manager and functional leads to develop, review, and update Integrated Master Schedules (IMS), Program Management Plans (PMPs), and other contractual deliverables.
  • Ensure all Program Work Breakdown Structure (WBS) elements are properly resourced, tracked, and reported.
  • Schedule, Cost & Performance Management
  • Ensure strict conformance with program task schedules, cost baselines, and performance metrics.
  • Monitor program Earned Value Management (EVM) indicators and other KPIs to identify variances and implement corrective actions proactively.
  • Establish and maintain comprehensive technical and financial reports that communicate program health and progress to both internal management and government customers.
  • Risk & Issue Management
  • Identify, assess, and manage program risks and issues; develop and execute mitigation and contingency plans.
  • Maintain a program risk register and provide regular risk briefings to government and Contractor leadership.
  • Stay close to NOC operations. Understand major incidents, recurring network issues, monitoring gaps, and engineering dependencies well enough to challenge assumptions and guide decisions.
  • Process Improvement & Compliance
  • Ensure all program activities comply with applicable federal regulations, DHS/CBP policies, and contract requirements.
  • Champion continuous process improvement initiatives to enhance operational efficiency, service quality, and cost effectiveness across the NOC program.
  • Identify customer needs and work being performed outside the current contract scope. Bring those findings to the Program Manager and growth team with a clear technical and business case.

Qualifications

Basic Qualifications:

  • High School diploma/equivalent and 12 years of experience, including experience in technical leadership, supervision, or management.
  • Must be a U.S. Citizen with the ability to obtain a DHS CBP Clearance.
  • Experience in IT program/project management, with demonstrated experience managing large-scale, complex network operations or IT infrastructure programs for federal government clients.
  • Active Project Management Professional (PMP) certification.
  • Demonstrated experience managing teams across multiple locations in a matrixed or distributed environment.
  • Proven track record of maintaining senior-level government client relationships and successfully delivering programs within scope, schedule, and budget.
  • Strong knowledge of IT network operations concepts, NOC environments, ITSM frameworks (e.g., ITIL), and federal IT acquisition/delivery standards.
  • Experience with federal contract management, including FAR/DFAR compliance, deliverable management, and government reporting requirements.
  • Demonstrated ability to lead technical teams through high pressure incidents and build trust with government customers. Must be able to explain complex network issues clearly, work across organizational boundaries, and turn discussions into decisions and follow through.
  • Demonstrated experience with program planning, risk and issue management, resource planning, performance management, and operational oversight.

Preferred Qualifications:

  • Experience supporting DHS, CBP, or other federal law enforcement / border security agency IT programs.
  • ITIL v4 Foundation certification or higher.
  • CCNA or comparable network certification.
  • Experience with Earned Value Management (EVM) and integrated program performance reporting.
  • Active DHS Suitability or CBP-level background investigation.
  • Direct experience with enterprise network engineering, NOC operations, or network architecture is strongly preferred.

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
