Reporting Analyst

The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvania employees and retirees, has an immediate opening for a Reporting Analyst.

This position reports to the Director, Application Development and is responsible for analyzing PEBTF operations and healthcare payer claims data to deliver insights and drive actions in pursuit of business objectives. Front end responsibilities include producing data visualizations using reports, dashboards, and alerts to support operational and strategic decision making. Backend duties include contributing to the development and maintenance of a strategic PEBTF information asset that provides timely, relevant, integrated, quality data. This position will also contribute to defining the future state for data analytics architecture, processes, and tools and an actionable roadmap to achieve this vision.

The successful candidate will possess the ability to:

• Interface directly with key leaders, decision makers, and front-line staff across various business areas to elicit their analytics needs.
• Apply industry knowledge and analysis to understand the needs of the business and in response provide relevant insights, metrics, and key performance indicators.
• Analyze the information needs of various PEBTF business functional areas and deliver reporting solutions that support and enhance the day-to-day operations of the Fund.
• Utilize expertise in data analysis to uncover patterns, trends, and anomalies within member population medical and pharmacy/drug utilization and related claims data, translating complex data into meaningful and actionable insights.
• Produce data visualizations (dashboards, reports, alerts) that highlight insights derived from data.
• Summarize insights into “stories” in business language to answer key questions for leadership.
• Manage a portfolio of standard and ad hoc reports focused on, member population medical and pharmacy utilization, and market trends.
• Provide break/fix and enhancement support for existing reports, dashboards, and alerts.
• Utilize a variety of tools for data cleansing, aggregation, integration, publication, and reporting.
• Contribute to effective data management principles including architecture, master data management, meta data management, data quality, security, modelling, etc.
• Manage multiple concurrent initiatives ensuring that goals and objectives are successfully accomplished according to defined priorities, time limitations and funding limits.
• Document methods, processes, and procedures for business continuity.
• Provide troubleshooting, root cause analysis, and corrective action.
• Perform other duties as assigned by PEBTF management.

These skills, knowledge and experience are required:

• Bachelor’s degree in Computer Science, Statistics, Health Care Administration, Business, or a related field.
• Three to five years of experience in data analysis and reporting roles in a corporate environment.
• Well-developed mathematical, statistical, and financial analytical skills.
• Excellent verbal and written communication skills.
• Effective project management experience.
• Demonstrated ability in using reporting tools including but not limited to SQL; SSRS, SSIS, SSAS;, Excel, .Net; and Power BI.
• Excellent relational database skills including SQL language.
• Ability to adapt to changing requirements, priorities and assignments as dictated by business needs.

Knowledge requirements

• In-depth knowledge of the healthcare industry and healthcare payor analytics.
• Knowledge of medical terminology, ICD 10, and CPT codes essential.
• Ability to quickly learn Fund business processes, operations, and systems.

These are the physical requirements for this position:

• Remaining sedentary for extended periods of time working with a computer & monitor (and headset) while communicating with members and business partners.
• Movement throughout the facility.
• Ability to review information in electronic and paper formats.

These skills, knowledge and experience are preferred:

• Experience utilizing AI tools for data analytics
