PASSi Law is the legal and advocacy division of Penn Asian Senior Services (PASSi), providing culturally and linguistically attuned legal education, benefits assistance, and limited-scope legal services to older adults throughout Philadelphia.

PASSi Law assists older adults with matters involving Mediaid and other public benefits, housing stability and tenant protections, protection against fraud and financial exploitation, basic estate planning, and other legal issues that affect their independence, financial security, and quality of life. By integrating legal services within PASSi's continuum of aging services, PASSi Law helps older adults overcome barriers to justice while promoting healthy, independent aging.

Position Summary:

The Staff Attorney provides direct legal services, legal education, and advocacy for older adults served by PASSi Law. Working under the supervision of the Executive Director, the Staff Attorney maintains a client caseload, conducts legal consultations, develops community education programs, and collaborates with PASSi staff and community partners to improve access to legal resources.

Position Duties and Responsibilities:

Direct Legal Services

• Provide legal consultations and limited-scope legal representation to older adults and their families.
• Maintain an active caseload involving matters such as Medicaid eligibility and appeals, long-term care planning, housing rights, consumer protection, financial exploitation, and basic estate planning.
• Conduct legal research and prepare legal correspondence, documents, forms, and other materials necessary to assist clients.
• Maintain accurate case files and documentation in accordance with PASSi Law policies and professional responsibility requirements.
• Ensure all legal services are delivered in compliance with applicable ethical rules, confidentiality requirements, and Pennsylvania law.
• Identify cases requiring extended representation and coordinate referrals to legal aid organizations, pro bono attorneys, or other community partners.

Community Education & Client Advocacy

• Develop and present community legal education workshops, seminars, and informational sessions for older adults.
• Assist in creating culturally and linguistically appropriate educational materials for diverse communities.
• Collaborate with PASSi programs to provide legal education and support to participants receiving home care, adult day, primary care, benefits assistance, and other aging services.
• Advocate for older adults by helping them understand their legal rights, available resources, and options for resolving legal issues.
• Participate in community outreach activities to increase awareness of PASSi Law and expand access to legal services.

Program Support & Collaboration

• Collaborate with the Executive Director, Program Coordinator, and volunteer attorneys to ensure efficient delivery of legal services.
• Participate in case discussions, program meetings, and quality improvement initiatives.
• Assist with developing referral relationships with legal aid organizations, bar associations, and community partners.
• Support grant reporting and program evaluation by maintaining accurate service and case data.
• Represent PASSi Law professionally at community meetings, outreach events, and partner organizations as assigned.
• Participate in continuing legal education and professional development to remain current on legal issues affecting older adults.

Position Qualifications:

Required

• Juris Doctor (J.D.) from an accredited law school.
• Active Pennsylvania license to practice law in good standing.
• Minimum of 2–5 years of legal practice experience preferred.
• Knowledge of elder law, Medicaid and public benefits, housing law, consumer protection, estate planning, or related practice areas.
• Strong legal research, writing, and advocacy skills.
• Excellent communication and interpersonal skills.
• Ability to manage multiple priorities while maintaining excellent client service.
• Commitment to serving older adults and underserved communities.

Preferred

• Experience working in legal aid, nonprofit legal services, or public interest law.
• Experience providing limited-scope legal services.
• Experience working with immigrant, refugee, or multicultural communities.
• Bilingual ability, particularly in Korean.
• Familiarity with community resources and public benefits available to older adults.

Pay: $71,088.86 - $85,612.39 per year
