WORK WEEK SCHEDULE Monday - Friday                    MONTHS/YR  12

 

WORK HOURS 7:300 AM - 4:30 PM; occasional evenings and weekends


POSITION PURPOSE
To assist the HR Director with all human resources services, focusing on directing human resources operations and compensation systems. Oversee the Recruitment and Retention.


POSITION ANALYSIS
Work with the Assistant Superintendent, HR Director, and building-level administration to promote, implement, and support the philosophy, goals, objectives, programs, and initiatives of Pender County Schools regarding human resource development and human capital. 

 

Develop and promote practices and procedures for developing human capital by ensuring supports and methods are efficient and effective in recruiting, hiring, and advancing employees. Supports National Board Certification, Teacher Interns, Employment Verifications, Teacher evaluation processes and existing employees in Pender County Schools. 

 

Supports the overall development of human capital by working with the Human Resources Director and other departments as needed.


MINIMUM QUALIFICATION STANDARDS 


KNOWLEDGE, SKILLS, AND ABILITIES

  • Effective leadership, critical thinking, and problem-solving skills
  • Strong analytical and organizational skills
  • Knowledge of personal computers, including proficiency in using spreadsheets and online shared storage for reporting and communication with school personnel as well as the ability to edit and revise forms for online use as needed
  • Ability to read, revise, and propose board policies as needed
  • Excellent oral and written communication skills
  • Ability to work with a high degree of accuracy on a tight timeline
  • Ability to exercise judgment independently in selecting and implementing procedures and analyzing data
  • Ability to be proactive in seeking ways to improve processes and outcomes
  • Knowledge of school licensure renewal, continuing education credits, and Professional development
  • Knowledge and strong understanding of human resources processes and legal guidelines
  • Knowledge and strong understanding of professional learning and leadership development
  • Knowledge and strong understanding of staff accountability and staff accounting requirements and guidelines
  • Knowledge of and ability to meet the requirements for a Beginning Teacher Support Program
  • Ability to establish and maintain an effective working relationship with district staff, board members, and community stakeholders
  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment

EDUCATION, TRAINING, AND EXPERIENCE

  • Associate Degree or above
  • Experience in Human Resources preferred
  • School System experience preferred

CERTIFICATION

  • Willing to pursue and attain HR credentials as assigned

LICENSE REQUIREMENTS

  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements

SPECIAL REQUIREMENTS

  • Ability to work flexible hours (evenings, weekends)

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supports the Licensure Specialist in the process of initial licensure for all certified employees in the district
  • Serves as the district contact person for internship placements
  • Completes and files required reports for local, state, and federal agencies
  • Oversees in conjunction with the Director of Human resources the selection process for annual awards (e.g., Principal of the Year, AP of the Year, Teacher of the Year, and Teacher of Promise) and works with the Communications Coordinator to plan annual celebrations for those awards as well as the annual retirement reception
  • Prepare reports for the Board of Education as requested by the Assistant Superintendent
  • Administers provisions of State Board of Education and Pender County School policies and procedures as they apply to Human Resources and other related areas.
  • Coordinate selected recruitment and retention initiatives for all personnel
  • Coordinate university campus recruitment schedule
  • Facilitate and coordinator Future Teachers of Pender events and activities
  • Assist in Facilitating the orientation of new employees, including new teachers
  • Prepare for audits of all HR-related programs
  • Serve as backup NCEES District Administrator
  • Works with Classified Specialist for Contracted Substitute Teachers
  • Coordinates Classified evaluations
  • Work with university partners to place field experience and internship students
  • Draft and edit district human resources and professional development documents
  • Perform other duties as assigned by the supervisor
  • Performs all other duties as assigned by the Superintendent 


WORKING CONDITIONS


PHYSICAL DEMANDS

  • Must be able to use a variety of office equipment such as computers and copiers
  • Must be able to frequently lift, carry, push, pull, or otherwise move objects up to 10 pounds
  • Due to the amount of time spent working on the computer, standing and walking, physical requirements are consistent with those for light work

WORK ENVIRONMENT

  • Must be able to work in office and public school environments, and come into direct contact with staff and students
  • Travel is required to schools and Central Services offices
