Performs work in planning, organizing, and conducting an effective collection program for the County. The Deputy Collector collects the County ad valorem taxes, sewer assessments, special assessment districts, fire districts fees, all municipal jurisdictions, excluding Town of Topsail and Town of Surf City. Assists in managing and conducting enforcement actions to collect past-due taxes, fees, and assessments. Reports progress monthly to the Collections Manager on delinquent tax balances and current collection operations. Exercises considerable initiative and independent judgment to ensure the effectiveness of the revenue collections plan. Works to solve complex tax items and exercises considerable tact and courtesy in frequent contact with the general public, property owners, and government officials. Work is performed under the general direction of the Collections Manager.

Essential Functions

  • Assists in customer service needs, answer any questions, and helps resolve any issues that may arise.
  • Assists in managing and collecting real and personal property taxes and uses techniques and remedies permitted by the NC Machinery Act. Excellent knowledge of laws governing tax collection.
  • Takes an active role in performing the day-to-day task of revenue collections. Receives and posts payments, prepares documentation, computes tax amounts, reviews billings, and provides tax certifications for attorneys.
  • Instructing, assigning, and reviewing work, training staff, maintaining standards.
  • Interprets State and County tax collection laws.
  • Reviews and approves daily balancing and deposits; prepares monthly and annual reports of monies collected; measures to ensure progress toward short-term and long-term goals.
  • Prepares and generates data reports, reconciliation reports, other various reports, memos.
  • Compile and distribute documentation of monies received and balances remaining to other departments, commissioners, towns, and cities.
  • Attends seminars, conferences, workshops, classes, lectures as appropriate to enhance and maintain knowledge of trends and developments in the field of property tax collection.
  • Refers to policy and procedure manuals, codes/laws/regulations, state code reports, valuation and levy reports, accounts receivables, and various publications and computer manuals.
  • Operates a vehicle and various office equipment, including a computer, copier, telephones, calculator, fax machine, document imager.
  • Oversee Bankruptcy Plans from outside sources and Garnishments, debt set-off programs, and Payment Options issued by our staff.
  • Work with outside businesses in preparing bills, letters, and newspaper articles that North Carolina Statue requires.
  • Actively performs the day-to-day task of revenue collections. Negotiates payment plans and receives payments. Computes tax amounts. Provides certifications of taxes for attorneys.
  • Receives collections from taxpayers. Provides information to mortgage companies and the public by e-mails, fax, phone, or preparations of information.
  • Attends various meetings as requested by the department head. Makes recommendations for staff and office improvement and development. Attends seminars workshops.
  • Refers to policy and procedure manuals, codes/laws/regulations, various trade publications, and reference texts, NC Machinery Act.
  • Deputy Collector would assume the duties of Assistant Collections Manager for the tax collections in their absence, working together with Tax Administrator to complete the work of the tax office.
  • Interacts and communicates with the immediate supervisor, other County department employees, co-workers, home/property owners, contractors, architects, engineers, developers, County personnel, various outside professionals and agencies, and the public.

Knowledge, Skills and Abilities, Education and Experience

Thorough knowledge of the fundamentals of Tax Collections and working knowledge of the North Carolina Machinery Act. Bachelor’s degree in Business Administration, Accounting or a related field, and 3 to 5 years of experience in tax collections work, including previous experience working with Motor Vehicle Registrations and Title preparation. Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Must attain a North Carolina Tax Collector certification within two years of appointment. Must maintain certification and attend required continuing education courses.



Physical Requirements
 
Must be physically able to operate various machinery and equipment, including computers, typewriters, calculators. Must be able to exert up to 20 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are more than those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Data Conception: Requires the ability to compare and judge the readily observable, functional, structural, or compositional characteristics (whether similar or divergent from obvious standards) of data, people, or things.

Interpersonal Communication: Requires speaking and signaling people to convey or exchange information. Includes giving instructions, assignments, or directions to subordinates or assistants.

Language Ability: Requires the ability to read various reports, correspondence, budget reports, real property appraisals and assessments, sales ratio studies, finance audit reports, deeds, surveys, permits, applications. Requires the ability to prepare correspondence, reports, forms, budgets, studies, assessments, using prescribed formats and conforming to all punctuation rules, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control, and confidence.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a wide variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must communicate effectively and efficiently in various technical or professional languages, including engineering, legal, and tax terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra, geometry, trigonometry, and statistical inference.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.

Manual Dexterity: Requires handling various items such as office equipment. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas using spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via the telephone.

Salary : $41,744 - $51,659
