Project Manager

Location: Menomonie, WI
Department: Operations
Reports To: Excavation/Concrete Division Managers

Position Summary

Pember Companies, INC. is seeking an experienced and motivated Project Manager to lead heavy civil construction projects from award through final completion. This position is responsible for planning, budgeting, scheduling, coordinating resources, managing subcontractors, maintaining client relationships, and ensuring projects are completed safely, on schedule, within budget, and to the highest quality standards.

The Project Manager serves as the primary liaison between owners, engineers, field supervisors, subcontractors, vendors, and internal departments while providing leadership that reflects Pember Companies' commitment to safety, integrity, quality, and customer satisfaction.

Essential ResponsibilitiesProject Planning & Management

  • Manage multiple excavation, utility, site development, paving, and concrete construction projects simultaneously.
  • Review project plans, specifications, contracts, and bid documents.
  • Develop project execution plans, schedules, and budgets.
  • Coordinate project startup meetings with field personnel.
  • Monitor project progress and proactively address schedule or budget concerns.
  • Ensure project documentation is complete and maintained throughout the project lifecycle.
  • Manage project closeout, punch lists, warranties, and final documentation.

Financial Management

  • Develop and manage project budgets.
  • Monitor job costs, labor productivity, equipment utilization, and material expenses.
  • Review daily production reports and job cost reports.
  • Prepare monthly cost forecasts and revenue projections.
  • Review subcontractor invoices and approve vendor payments.
  • Prepare and negotiate change orders.
  • Identify opportunities to improve project profitability.
  • Assist with Work-in-Progress (WIP) reporting and monthly financial reviews.

Client & Stakeholder Relations

  • Serve as the primary point of contact for owners, developers, municipalities, engineers, and general contractors.
  • Build and maintain long-term customer relationships.
  • Attend owner meetings and project progress meetings.
  • Communicate project updates clearly and professionally.
  • Resolve project issues quickly while maintaining positive client relationships.

Field Operations Support

  • Coordinate with Superintendents, Foremen, and field crews.
  • Ensure labor, equipment, and materials are available when needed.
  • Monitor production rates and project performance.
  • Assist with scheduling crews and subcontractors.
  • Support field personnel in resolving construction challenges.

Contract Administration

  • Review contracts and ensure compliance with contractual obligations.
  • Maintain project correspondence.
  • Process Requests for Information (RFIs), submittals, and change orders.
  • Review project specifications and contract requirements.
  • Track contract milestones and deadlines.

Safety & Quality

  • Promote Pember Companies' safety culture and ensure OSHA compliance.
  • Participate in project safety meetings.
  • Ensure all work is completed according to company quality standards.
  • Support incident investigations and corrective actions when necessary.
  • Encourage continuous improvement and safe work practices.

Leadership

  • Mentor Assistant Project Managers, Project Coordinators, and field personnel.
  • Foster collaboration among operations, estimating, accounting, and safety teams.
  • Demonstrate professionalism, accountability, and strong leadership.
  • Promote a positive team-oriented work environment.

QualificationsRequired

  • Bachelor's degree in Construction Management, Civil Engineering, or related field, or equivalent industry experience.
  • Minimum of 5 years of project management experience in heavy civil, excavation, concrete, or utility construction.
  • Strong understanding of construction contracts and specifications.
  • Experience managing multiple projects simultaneously.
  • Excellent communication and organizational skills.
  • Strong financial and analytical abilities.
  • Valid driver's license with an acceptable driving record.

Preferred

  • Experience managing municipal and DOT projects.
  • Knowledge of Wisconsin and Minnesota public works requirements.
  • Experience with underground utilities, grading, excavation, concrete, and site development.
  • Experience with SAGE 300 Construction and Real Estate software.
  • OSHA 30-Hour Construction Certification.
  • Familiarity with Primavera P6, Microsoft Project, or similar scheduling software.

Physical Requirements

  • Ability to travel regularly to project sites throughout Wisconsin and Minnesota.
  • Ability to walk active construction sites over uneven terrain.

  • Ability to occasionally lift up to 25 pounds.
