The System VP Operations, Care Services will serve as the enterprise executive leader accountable for the strategic direction, operational performance, access, growth, and financial sustainability of PeaceHealth's systemwide Primary Care and Urgent Care platform. This role is responsible for designing and executing an integrated system access and capacity strategy, ensuring Primary Care and Urgent Care function as the foundation of PeaceHealth's ambulatory ecosystem, value-based care strategy, and community access promise. Position leads systemwide performance across access, quality, patient experience, and workforce sustainability, while partnering closely with medical leadership, regional and local operators, and system executives. Provides enterprise governance, establishes standardized operating models, and ensures consistent execution while enabling regional flexibility to meet market needs. Will drive measurable improvement in access, appointment availability, continuity, panel growth, and urgent care utilization, while supporting residency programs, care model evolution, and digital/virtual access strategies. Leads, develops and motivates a high performing staff, provides sound fiscal management of the organization's operations, builds and maintains robust community and clinician relations and successfully drives outcomes that encourage and support quality improvement. Aligns business processes and analytics in support of Primary Care and Urgent Care projects and visibility into key performance indicators. Ensures that quality and performance improvement activities meet their target conditions. Responsible for adhering to all applicable federal, state, and local laws, regulations, and standards for their areas and to be continuously ready for any survey on those regulations or standards.

Essential Functions

  • Translates PeaceHealth’s system strategy into a clear Primary Care and Urgent Care operating roadmap aligned to long term access, quality, and value-based care objectives.
  • Seeks opportunities to further integrate Primary Care and Urgent Care with PeaceHealth’s overall delivery system and continuum of care.
  • Designs and implements a systemwide Primary Care and Urgent Care operating model that balances standardization with regional accountability.
  • Provides strategic leadership by anticipating future needs, maintaining flexibility, and empowering others to drive strategic and operational change in alignment with organizational objectives.
  • Models PeaceHealth’s mission, values, and leadership behaviors.
  • Ensures sustained improvement in access KPIs, including time to third next available, fill rates, panel access, no show reduction, and call center effectiveness.
  • Develops, recommends, and implements the philosophy, guiding principles, tactics, and policies that achieve maximum capacity to support optimal success for patients and referral sources.
  • Drives standardization of scheduling templates and visit types, same day/next day access strategies, new patient access strategies, return visit intervals, referral pathways, and centralized/shared scheduling models.
  • Champions centralized scheduling, call center optimization, and digital access capabilities where appropriate.
  • Develops operational goals and objectives for Primary Care and Urgent Care and implements strategies and tactics to optimize ambulatory care delivery while meeting financial and strategic goals.
  • Analyzes and monitors operational performance, ensuring improvement on key indicators through an ambulatory performance dashboard.
  • In partnership with regional CMOs and clinical leaders, leads development of enterprise wide clinical pathways and directs day to day clinical programs, performance improvement activities, operations, and finances for assigned areas.
  • Leads enterprise performance review cadence and holds regional leaders accountable for results.
  • Maintains accountability for the financial performance of the Primary Care and Urgent Care platform, including operating margin, productivity, staffing efficiency, and capital utilization.
  • Partners with finance and strategy leaders on budget development and forecasting, resource prioritization, and capital planning and site development.
  • Oversees recruitment, selection, development, motivation, and retention of an engaged workforce.
  • Establishes performance plans aligned with organizational goals at all levels.
  • Provides timely and clear performance feedback, recognizes accomplishments, and takes corrective or disciplinary action as required to sustain high performance.
  • Performs other duties as assigned.

Qualifications

REQUIRED EDUCATION

  • Master's Degree: Hospital Administration, Business Administration or Healthcare.

Required Experience

  • Minimum of 10 years of healthcare leadership experience in a large group practice, integrated health system, or managed care organization, with extensive experience preferred leading in a primary care and/or urgent care environment.
  • Significant experience in healthcare systems with acute and ambulatory delivery models.
  • Proven track record in strategic planning, financial management, and achieving operational excellence.
  • Experience with proven positive outcomes regarding financial sustainability initiatives and demonstrated successful completion of quality improvement projects with desired outcomes.
  • Experience with managing complex programs and projects, specifically with a focus on customer service, service excellence and patient experience activities.
  • Experience driving change and innovation within a complex healthcare environment.

  • Business acumen and negotiating skills in a highly complex, matrixed environment.

  • Extensive knowledge of ambulatory regulatory compliance relating to both state and federal healthcare guidelines and requirements.

The salary range for this job opening at PeaceHealth is $271,600 – $363,200 . The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, seniority, etc.
