Job Summary

This position is responsible for performing hydrologic and environmental work including inspecting, sampling, testing, monitoring, analyzing, and reporting for purposes of water resource and water supply management, land management, and environmental permit compliance. Employees in this class perform duties ranging from average to high difficulty requiring considerable initiative and independent judgment under general supervision.

Essential Job Functions

  • Conducts water quality sampling, testing, and monitoring.
  • Conducts water level and flow monitoring.
  • Conducts biological sampling and monitoring.
  • Operates and maintains sampling and field test equipment and records test results.
  • Performs data entry, analysis, and interpretation.
  • Inspects and monitors conditions in the Authority water storage system including raw water reservoirs and aquifer storage and recovery.
  • Attends meetings with outside agencies as the Authority’s representative.
  • Prepares and reviews environmental compliance reports for submittal to regulatory agencies.
  • Performs routine laboratory analyses and tests and interprets results.
  • Reviews and interprets lab results from outside contract labs.
  • Conducts land and resource management work including supervision of contract work crews.
  • Safely operates a motor vehicle, such as a car, truck, van, ATV/UTV, and boat, including loading and unloading materials, tools equipment, and samples.
  • Develops, prepares, and reviews reports and studies to support water production, water supply, land management, and environmental compliance requirements.
  • Coordinates project activities with appropriate internal staff, local governments, and regulatory agencies.
  • Performs environmental land and resource management work including supervision on contract work crews.
  • Participates in the department cross-training initiatives to acquire knowledge and skill sets to support the Authority.
  • Performs other related job duties as assigned.

Qualifications

Education and Experience:

Bachelor’s Degree with a major in a natural or physical science; and three (3) years of relevant experience; or an equivalent combination of education and experience.

Special Qualifications

  • A valid State of Florida driver’s license to operate the motor vehicle operated. The

requirement exists at the time of hire and as a condition of continued employment.

  • Within three (3) months of employment or placement
    • Completion of a Florida Boaters Safety Course as required.
Knowledge, Skills And Abilities

  • Knowledge of water quality sampling procedures and sampling equipment.
  • Knowledge of environmental permits (WUP, ERP, UIC).
  • Knowledge of water resources and supplies.
  • Knowledge of regulatory requirements and processes.
  • Knowledge of the PRMRWSA policies and procedures.
  • Skilled in the use of laboratory, field testing, and field monitoring equipment.
  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.
  • Ability to understand, follow, and convey complex written and oral instructions.
  • Ability to plan, organize, schedule, and conduct work with minimal supervision.
  • Ability to collect, analyze, and interpret hydrologic and environmental data.
  • Ability to perform complex mathematical calculations and effectively analyze data.
  • Ability to convey and present technical information accurately and clearly.
  • Ability to identify hazards and apply appropriate safety precautions.
  • Ability to work effectively with others.
  • Ability to use and be proficient in the use of computer systems, modern office equipment, and computer software, including the Microsoft Office suite.
  • Ability to work effectively with all levels of management and other staff members and demonstrate initiative, mature judgement, customer orientation, and ability to anticipate the organization’s needs.
  • Ability to operate a motor vehicle. Ability to operate an ATV/UTV, motorboat, and boat trailer properly and safely within six (6) months of hire.

Minimum Standards Required To Perform Essential Job Functions

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Tasks involve the regular, and at times sustained, performance of moderately physically demanding work, typically involving some combination of walking, climbing, balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials. In addition, you must have the ability to sit and stand for extended periods as well as bend, twist, squat, kneel, push, pull and exhibit a full range of movement.

Sensory Abilities

Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate depths. Some tasks require the ability to perceive and discriminate odors. Some tasks require visual perception and discrimination.

WORK ENVIRONMENT

Tasks will involve work within an indoor office environment, and work outdoors in a wide range of southwest Florida weather conditions, and in typical southwest Florida terrain.
