PCSI is looking for a Supply Manager to lead the supply function in support of our facility maintenance contract with the Directorate of Public Works (DPW) on Fort Sill. The Supply Manager oversees property accountability and logistics for Government Furnished Property (GFP) and Government Furnished Material (GFM), ensuring full compliance with regulatory and contractual requirements. This provides oversight and guidance to maintenance shop technicians to ensure proper purchasing, accountability, and disposal of materials, and partners with management to prepare for audits, address findings, and resolve compliance issues.

The Supply Manager also supervises a supply team of buyers, stock clerks, and a receiver, planning work assignments and providing training. This position ensures team collaboration between purchasing, receiving, and inventory functions to keep supply operations in compliance.

This position works on base at Fort Sill near Lawton, OK. Typical hours are Monday-Friday, 7:30am-4:00pm, with some flexibility needed for emergencies.

What You'll Do As Supply Manager

Supply Operations Management

  • Responsible for managing the supply function for the Fort Sill Directorate of Public Works (DPW) contract and overseeing accountability for Government Furnished Property (GFP) and Government Furnished Material (GFM).
  • Plan, direct, and coordinate supply operations for two warehouses supporting maintenance shops and the base Self‑Help Store.
  • Develop and update supply policies and procedures in accordance with regulatory requirements.
  • Prepare standard operating procedures (SOP) for all supply functions.
  • Provide guidance and support to maintenance shop staff on supply procedures.

Compliance & Property Accountability

  • Plan and execute the property management program, ensuring control, accountability, and oversight of all Government Furnished Property (GFP) and Government expendable and non‑expendable property assigned to the contract.
  • Oversee identification, accountability, and disposal of excess and surplus property.
  • Ensure required documentation for property accountability is complete, accurate, and maintained in compliance with policies, procedures, and regulations.
  • Determine the best and most economical method of property disposal (e.g., turn-in to Defense Reutilization and Marketing Office (DRMO)).
  • Oversee the Lost, Damaged, and Destroyed (LDD) program, including investigation procedures to determine accountability for damaged or lost government property.
  • Supervise fraud, waste and abuse initiatives.
  • Escalates and communicates compliance issues to the Project Manager.

Procurement & Inventory Control

  • Supervise procurement of supplies, equipment, and material for maintenance shops and maintain adequate stock levels in warehouses and the Self-Help Store.
  • Oversee the receipt, storage, control, accountability, and issuance of both expendable and non-expendable items (e.g., tools and other materials).
  • Screen all supply requisitions to ensure for proper authorization, allowances, and compliance with standard operating procedures.
  • Review the proper identification, accounting/controlling and disposing of excess material.

People Leadership

  • Oversee the work of a staff of approximately eight employees in supply operations.
  • Plans work to be accomplished by subordinates, set priorities, and prepares schedules.
  • Develops performance standards and evaluates performance of subordinates.
  • Address minor disciplinary issues and resolve conflicts, recommending formal action when necessary.
  • Identify developmental and training needs of employees and provide guidance as needed.

What You'll Need

  • High school diploma or GED required.
  • Minimum of 3-5 years of management experience in supply operations required, including oversight of logistics, procurement, and inventory control.
  • Experience with Government Furnished Property/Material (GFP/GFM) preferred.
  • Experience working with GFEBS or SAP inventory control systems preferred.
  • Forklift certification is a plus.

Knowledge, Skills And Abilities

  • Knowledge of supply operations and property accountability procedures.
  • Understanding of the relationship between logistics, procurement, and inventory control aspects of the supply function.
  • Experience working in highly regulated environments, ensuring compliance with established procedures and audit readiness.
  • Ability to interpret and enforce compliance procedures and identify noncompliance.
  • Strong attention to detail when preparing documentation and monitoring procedural compliance.
  • Ability to analyze, navigate, and solve problems across interconnected processes affecting day‑to‑day operations.
  • Ability to advise employees of all levels as the subject matter expert on supply operations.
  • Ability to establish and maintain effective working relationships with co-workers, management, and government officials.
  • Ability and willingness to exert disciplinary action and resolve conflicts as needed.
  • Must be able to effectively read, write, and speak the English language.

Other Requirements

  • Ability to pass criminal, drug, and driving screening.
  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to work any time or day of the week, including weekends and holidays.
  • Possess valid driver’s license and maintain good driving record.
  • Ability to obtain and maintain security clearance and base access to assigned site(s).
