This role requires strong experience processing HR forms, supporting HRIS systems (preferably Paycor), Costpoint / Deltek knowledge a plus, and working within complex employment structures, including Union environments, Service Contract Act (SCA), Davis-Bacon Act (DBA) requirements, and both exempt and non-exempt employee populations.

Key Responsibilities
- Provide administrative and operational HR support across multiple government contracts and business units
- Process a high volume of HR transactions, including onboarding, employment changes, terminations, and status updates
- Maintain accuracy of employee records in HRIS systems (Paycor preferred)
- Support compliance with Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage and labor requirements
- Assist with union-related processes, including documentation tracking and adherence to collective bargaining agreements
- Ensure proper classification and processing of exempt and non-exempt employees
- Prepare, review, and route HR documentation such as offer letters, personnel action forms, and compliance paperwork
- Respond to employee and manager inquiries in a timely, professional, and service-oriented manner
- Support audits by gathering and organizing required HR documentation
- Maintain confidentiality of sensitive employee and organizational information
- Collaborate with HR Business Partners, Payroll, and Operations teams to ensure data integrity and process alignment
- Bachelors Degree from an accredited 4-year college, or 3 years of HR support or HR administrative experience (government contracting environment strongly preferred)
- Experience with HRIS systems; Paycor experience strongly preferred (Deltek Costpoint experience highly preferred)
- Familiarity with Service Contract Act (SCA) and/or Davis-Bacon Act (DBA) requirements highly preferred
- Experience supporting union environments or working with collective bargaining agreements preferred
- Understanding of exempt vs. non-exempt employee classifications and compliance requirements
- Strong administrative and data entry skills with high attention to detail
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook)
- Excellent written and verbal communication skills
- Ability to manage multiple priorities in a fast-paced environment
- Strong organizational and problem-solving skills
- Experience in federal contracting or Department of Defense (DoD) environments
- Prior experience supporting multi-site or multi-entity organizations
- Knowledge of E-Verify, I-9 compliance, and onboarding processes
