POSITION SUMMARY
The CPIC Lead serves as the primary team lead for all CPIC and Portfolio Management support activities. This individual is the senior technical interface and is responsible for directing all business case development, EVM reporting, Annual Acquisition Review (AAR) submissions, and strategic planning activities.

POSITION SUMMARY
The CPIC Lead serves as the primary team lead for all CPIC and Portfolio Management support activities. This individual is the senior technical interface and is responsible for directing all business case development, EVM reporting, Annual Acquisition Review (AAR) submissions, and strategic planning activities.
KEY RESPONSIBILITIES
- Leads and directs all CPIC and IT Portfolio Management.
- Serves as primary interface with federal Capital Planning leadership on investment strategy, business cases, and reviews.
- Oversees development and submission of OMB Exhibit 300 (Business Cases), EVM reports, and AAR submissions.
- Manages Strategic Planning, Budget Formulation, Spend Planning, and Investment Re-baseline activities.
- Leads gate review preparation and ensures adherence to the customer's CPIC lifecycle governance.
- Provides mentorship and technical direction to Capital Planning Analysts/SMEs.
- Manages FBC business case structures, portfolio data calls, and response timelines.
- Sets team priorities and directs work in a fast-paced, high-visibility federal environment.
- 8 years of CPIC experience with strong working knowledge of OMB Circular A-11.
- Demonstrated experience leading federal IT investment reviews and preparing OMB Exhibit 300 submissions.
- Familiarity with FBC business case structures and portfolio data call requirements.
- Experience managing staff, setting priorities, and directing analyst teams.
- Strong oral and written communication skills; ability to present to senior federal leadership.
- Experience with Earned Value Management (EVM) concepts and reporting.
- Experience mentoring analysts and leading gate review preparation processes.
- Familiarity with investment management tools and data call processes.
- Prior experience supporting capital planning programs.
