Job Summary

We are seeking a senior executive Chief AML/BSA Officer responsible for designing, implementing, and overseeing the company's enterprise-wide Anti-Money Laundering (AML), Bank Secrecy Act (BSA), and sanctions compliance program. This role reports directly to the CEO and/or Board of Directors and serves as the primary point of contact for FinCEN, state money transmitter regulators, and other examiners. The ideal candidate brings deep expertise in U.S. AML/BSA regulatory requirements within the payments, money services business (MSB), or fintech industry.

Responsibilities

- Design, implement, and maintain a risk-based AML/BSA compliance program consistent with the Bank Secrecy Act, USA PATRIOT Act, and FinCEN regulations (31 CFR Chapter X).

- Serve as the company's designated BSA/AML Compliance Officer of record for FinCEN and state regulatory filings.

- Oversee the four pillars of an effective AML program: written policies and procedures, designated compliance officer, ongoing employee training, and independent testing/audit.

- Maintain and update the company's enterprise-wide AML/BSA risk assessment, evaluating customer, product, geographic, and channel risk.

- Oversee Customer Identification Program (CIP) and Customer Due Diligence/Enhanced Due Diligence (CDD/EDD) processes, including compliance with FinCEN's CDD Rule (beneficial ownership requirements).

- Manage transaction monitoring systems and ensure timely identification, investigation, and filing of Suspicious Activity Reports (SARs) and Currency Transaction Reports (CTRs).

- Oversee OFAC and other sanctions screening programs, including watchlist screening of customers, counterparties, and transactions.

- Maintain the company's registration and compliance as a Money Services Business (MSB) with FinCEN, and ensure compliance with state money transmitter licensing requirements across all operating jurisdictions.

- Serve as primary liaison during regulatory examinations, audits, and law enforcement inquiries (including subpoenas and 314(a)/314(b) requests).

- Develop and deliver AML/BSA training programs for employees, management, and the Board of Directors.

- Report regularly to senior management and the Board on the status of the AML program, emerging risks, and regulatory developments.

- Monitor changes in U.S. AML/BSA/OFAC regulations and update policies, procedures, and controls accordingly.

- Manage relationships with banking partners, correspondent banks, and third-party compliance vendors.

Experience

- Bachelor's degree in Finance, Law, Business, Criminal Justice, or a related field (advanced degree a plus).

- Minimum 8-10 years of progressive AML/BSA compliance experience, including at least 3-5 years in a senior compliance leadership role.

- Certified Anti-Money Laundering Specialist (CAMS) certification required; CGSS, CFCS, or CFE a plus.

- In-depth knowledge of the Bank Secrecy Act, USA PATRIOT Act, FinCEN regulations, OFAC sanctions programs, and state money transmitter laws.

- Prior experience within a money services business (MSB), payment service provider, remittance company, or fintech environment strongly preferred.

- Demonstrated experience managing regulatory examinations and direct interaction with FinCEN, state regulators, or federal law enforcement.

- Strong understanding of transaction monitoring systems, SAR/CTR filing processes, and sanctions screening tools.

- Excellent leadership, written communication, and stakeholder management skills.- Ability to obtain and maintain any required background clearances.
