Position Overview

 

Under supervision of the Executive Director. The Transportation Manager is responsible for all aspects of the PNDOTS management including funding, budgets, project management, safety, planning (TTIP, LRTP, Safety, Transit, etc.) route/bridge inventory, GIS Database for routes and easement inventories, public hearings and meetings associated with planning and projects, equipment maintenance, staff supervision, day to day maintenance on routes, easements, and Tribal ROW, development of special projects and respond to RFPs, training, regulatory and NEPA compliance, and other functions as required to insure the sustainable growth and services of the Department.

            

 

 

 

Essential Functions

 

  1. Manages the Department of Transportation and administers transportation projects within strict budgetary guidelines and time deadlines by managing and supervising project activities, communicating with stakeholders, monitoring quality and timeliness, conducting inspections, and resolving any issues, in accordance with the Pawnee Nation and U.S. Federal Highways Administration policies, procedures, and requirements;

 

  1. Responsible for roads project management, including the identification and acquisition of resources and coordination of efforts among Pawnee Nation staff, contractors, consultants, and other concerned parties;

 

  1. Coordinates with the Department of Transportation Assistant Manager for the planning and development of the Long Range Transportation Plan (LRTP), the Tribal Transportation Improvement Plans (TTIP), project administrations, bid proposals, grants, safety plans, departmental budgets, assessment of roads for the IRR inventory, RIFDS and Transit planning;

 

  1. Develops project proposals and cost projections for the purpose of generating funds for the transportation department;

 

  1. Serves as the lead contractor for all roads projects, by establishing and communicating project scope, activities, timelines, reporting requirements, and deliverables, identifying and resolving project issues related to third party contractors, and proactively managing changes in project scope, identifying potential crises, and devising contingency plans to insure all interests of the Pawnee Nation are being exercised;  

 

  1. Acts as a liaison with other jurisdictions, agencies, departments, contractors and the general public for traffic and road maintenance issues, concerns or improvements;

 

  1. Develops Departmental Quarterly Reports and Project Status Reports, in accordance with content requirements and reporting deadlines;

 

  1. Supervision over the TT/HEO’s by providing leadership, training and guidance to ensure proper maintenance of roadways and transportation system in a safe and environmentally friendly manner;

 

  1. Operates construction and maintenance equipment, when necessary to perform light maintenance and/or repair on roads or to assist in the clearing of roads due to inclement weather conditions;

 

  1. Ensures PNDOTS owned construction and maintenance equipment is keep cleaned, properly serviced, maintained and in a state of readiness;

 

  1. Participates in workshops and meetings designed to enhance, improve, and/or further the development of the Transportation Department;

 

  1. Conducts annual evaluations and assessments of department components and personnel according to established policies, procedures and regulations;

 

  1. Develops, implements and maintains departmental policies and procedures;

 

  1. Adheres to Pawnee Nation (PN) Fiscal Policies and Procedures(FP&P);

 

  1. Ensures proper purchasing and procurement procedures are used, according to PN FP&P;

 

  1. Contributes to a team effort and accomplishes related results, as required;

 

  1. Communicates with the Executive Director as directed or as necessary;

 

  1. Maintains confidentiality;

 

  1. Performs other duties, as assigned and within the scope of the position.

 

 

 

Qualifications:

 

 

Educational

Requirements

 

Minimum: Bachelor’s Degree in Engineering or Construction Management field; or, may substitute ten (10) years’ work experience in Transportation Construction Management.

 

Preferred:  Bachelor’s Degree in Engineering or Construction Management field and ten (10) years’ work experience in Transportation Construction Management.

 

 

 

Experience Requirements

 

Minimum: Demonstrated knowledge of and ability to manage a Transportation Department and the associated projects, supervise staff, and perform and manage road construction and maintenance activities for both improved and unimproved roadway surfaces.

 

Preferred:  Ten (10) years’ work experience in Transportation Construction Management including demonstrated knowledge of and ability to manage a Transportation Department and the associated projects, supervise staff, and perform and manage road construction and maintenance activities for both improved and unimproved roadway surfaces

 

 

 

Knowledge, Skills, & Abilities

 

Computer

  1. Proficiency in Microsoft applications, including Word, Excel, Outlook, Power Point, Internet Explorer, etc.

 

Communication:  

  1. Ability to establish and maintain professional relationships;
  2. Ability to establish and maintain good working relationships with individuals of varying social and cultural backgrounds;
  3. Ability to read and interpret Notices of Funding Availability (NOFA’s);
  4. Ability to create and present effective speeches and presentations;
  5. Ability to perform as a member of a team;
  6. Skilled in the use of business communications (proper spelling/grammar);
  7. Skilled in the use of business arithmetic (accounting, etc.).

 

Miscellaneous:

  1. Must possess a valid Oklahoma Driver’s License and be insurable with the Nation’s insurance carrier;
  2. Must possess or obtain a valid Oklahoma Commercial Driver’s License (CDL) within one (1) year of hire;
  3. Must pass a background screening;
  4. Must be available for 24 hour emergency on-call status;
  5. Must effectively conduct research, analyze information, and interpret data;
  6. Must analyze situations and adopt appropriate courses of action;
  7. Must be persuasive and tactful in controversial situations;
  8. Must demonstrate strong organizational skills, with the ability to prioritize;
  9. Must meet deadlines, adapt to changing priorities, & work well under pressure;
  10. Must possess knowledge of applicable federal, state, and local laws, regulations and requirements;
  11. Must be able to work independently;
  12. Ability to maintain confidentiality;
  13. Ability to work irregular hours and perform job duties at remote locations, in construction zones, near moving traffic, around heavy equipment with exposure to hazardous materials and in all weather conditions;
  14. Ability to acquire the skills necessary to safely respond to and mitigate transportation-related accidents and/or incidents;
  15. Ability to acquire, within one (1) year of hire; HAZMAT Operations training/certification for the safe handling of hazardous materials;
  16. Ability to acquire NIMS/ICS 100, 200, 300, 400, 700 and 800 within 90 day Introductory period;
  17. Knowledge of truck and equipment safety, maintenance, cleaning standards and procedures, repairs and storage;
  18. Knowledge of road construction and maintenance techniques;
  19. Knowledge of workplace safety requirements and procedures.

 

 

 

Physical Demands

 

While performing the duties of this job, the employee regularly is required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.   The employee frequently is required to sit; climb or balance; and stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to focus.

 

 

 

Work Environment

 

Work is a combination of an office setting with a moderate noise level and outdoors works with exposure to natural weather conditions and other hazards.  While on job sites may be walking on uneven surfaces or unstable ground.  Travel is required for to attend training, meetings, conferences, presentations, and other events.
