The School:

Patrick Lynch Elementary is a medium-sized school of approximately 350 students and about 65 staff who serve the needs of the diverse student body in the Patrick Lynch Elementary attendance area (East Metro area of Portland – located in Multnomah Co., bordering Gresham and Portland).  The District and school has an established Professional Learning Community culture, provides collaboration time, and promotes distributed leadership.

 

Patrick Lynch Elementary is seeking an instructional leader who can foster trusting, professional relationships with students, staff, families, community partners, and the school community.

 

Position Summary:

The Elementary School Principal serves as the instructional leader of the school, responsible for establishing and sustaining a shared vision for equitable student success. The principal leads the development, implementation, and continuous improvement of systems that ensure high-quality instruction, inclusive practices, and positive school culture aligned to district priorities. The principal fosters a collaborative professional community, ensures effective operations, and engages families and the broader community as partners in student learning. 

 

Minimum Qualifications:

Education: Masters Degree in Educational Administration or the equivalent.  Oregon Administrator License required.

Experience: Experience in developing, implementing, articulating and evaluating curriculum and instructional strategies consistent with best practices.  Bilingual preferred.

JOB TITLE:  Principal - Elementary School

 

Job Purpose Statement/s: The Elementary School Principal serves as the instructional leader and chief administrator of the school, responsible for establishing and sustaining a shared vision for equitable student success. The principal leads the development, implementation, and continuous improvement of systems that ensure high-quality instruction, inclusive practices, and positive school culture aligned to district priorities. The principal fosters a collaborative professional community, ensures effective operations, and engages families and the broader community as partners in student learning. 

 

Essential Job Functions:

Vision, Mission, and Continuous Improvement

  • Develop, implement, and monitor a shared school vision and improvement plan aligned with district goals and grounded in equitable outcomes for all students.
  • Lead continuous improvement cycles using multiple data sources (academic, behavioral, climate) to inform decision-making and measure impact.
  • Ensure implementation with integrity to evidence-based instructional and organizational practices.

 

Instructional Leadership

  • Lead the design, implementation, and evaluation of a coherent instructional program that includes high-quality core instruction, differentiation, and tiered systems of support.
  • Facilitate professional learning systems (e.g., PLCs) focused on student learning, instructional practice, and collective efficacy.
  • Conduct regular classroom observations and provide actionable feedback aligned to district evaluation frameworks.
  • Promote the use of culturally responsive, research-based instructional strategies that improve student engagement and achievement.

Equity and Inclusive Practices

  • Foster an inclusive, culturally responsive school environment where each student is valued, supported, and challenged.
  • Ensure equitable access to rigorous learning opportunities and necessary support for all student groups.
  • Monitor and address disparities in student outcomes through intentional leadership actions and resource allocation.
  • Oversee implementation of specialized programs (e.g., Special Education, Multilingual Learners, Counseling) to ensure compliance and effectiveness.

Professional Capacity and Staff Development

  • Recruit, hire, develop, support, and evaluate staff to build a high-performing, collaborative professional culture.
  • Provide and coordinate job-embedded professional learning aligned to school and district priorities.
  • Develop leadership capacity among staff to support shared responsibility and distributed leadership.

School Culture, Climate, and Student Well-Being

  • Establish and sustain a safe, inclusive, and supportive school climate conducive to learning.
  • Implement systems for positive behavior support, student discipline, and social-emotional development aligned with district policy.
  • Promote student voice, belonging, and engagement in the school community.

 

Family and Community Engagement

  • Build and sustain authentic, two-way partnerships with families and community stakeholders.
  • Engage families as partners in student learning and school improvement efforts.
  • Leverage community resources to support student success and well-being.

 

Organizational Management and Operations

  • Manage school operations, including budget, staffing, scheduling, student supervision, and facility oversight, to support instructional priorities.
  • Supervise support services (custodial, nutrition, safety, etc.) to ensure efficient and effective school functioning.
  • Interpret and implement board policies, administrative regulations, and negotiated agreements.
  • Ensure compliance with district policies, state and federal laws, and negotiated agreements.
  • Oversee school safety planning and implementation.

 

Other Job Functions:

  • Participate in weekly administrative meetings and serve actively to improve communication, cooperation, and planning with administrators, staff, and the community with the goal of aligning the building’s school improvement plan to district priorities.
  • Confer with district office representatives to determine building needs.
  • Cooperate with other principals and district administrators in determining the allocation of district funds for instructional purposes.
  • Plan new employee orientation activities at the building level.
  • Attend regularly scheduled School Board meetings.
  • Prepare and supervise the preparation of reports, records, lists, and all other paperwork required or appropriate to the school’s administration.



Job Requirements-Qualifications:

  • Experience Required:  Minimum of five years experience as a building teacher and or administrator at this specific grade level.
  • Administrative experience preferred.

 

  • Skills, Knowledge and/or Abilities Required:

Skill in analyzing and interpreting data to facilitate goal setting, professional learning, and skill development for instructional improvement.  Skill in the development and implementation of programs to assist employees in successfully reaching personal professional goals through the district’s evaluation and coaching procedures.  Strong communication, motivation, and problem-solving skills.

Knowledge of recent research and skill in facilitating collaborative learning and problem solving with educators regarding school improvement and in performance-based educational programs.  Knowledge of research-based practices, specific to effective, impactful instruction, social-emotional development, school culture and climate development, and facilitation of collaborative instructional improvement processes like Professional Learning Communities (PLC’s).

Ability to sit for prolonged periods, perform a variety of specialized tasks, maintain accurate records, establish and maintain cooperative working relationships with students, parents/family members, and other school personnel.  Meet schedules and deadlines.  Able to lift/carry, reach/handle, talk/hear conversations.  Has near/far visual acuity/depth perception with or without visual accommodation.

Licenses and/or Testing Required:  

  • Valid Oregon Administrative License (required by Teacher Standards and Practices Commission)
  • Masters Degree in Educational Administration or the equivalent.
  • Valid driver’s license and insurability
  • Criminal Justice fingerprint clearance

Terms of Employment:  225 days per year.  Salary to be established by the Board.

 

Evaluation:  Performance of this job will be evaluated annually in accordance with provisions of the Board's policy on evaluation of professional personnel.
