Position Summary
The Licensing Coordinator is responsible for the licensing of Primary Management Officials (PMO), Key and Non-Key applicants that apply for employment at Rolling Hills Casino Resort, and licensing of Gaming Resource Suppliers, vendors, and their associates who do business with the casino. This position oversees the license application and background investigation processes, which includes but is not limited to: electronic distribution of applications, screening, fingerprinting, criminal history review, investigative procedures, and completing reports for suitability and recommending licensing actions. The position is also responsible to issue access-controlled badges, permits, licenses, and process license renewals, as well as coordinating ongoing reviews, enforcement actions, and licensing dispositions. The position maintains control of all required background investigation and licensing records with the highest level of confidentiality as the Local Area Security Officer. They also oversee the licensing system functionality and automations, along with coordinating system service calls and maintenance/enhancement tickets.
Duties & Responsibilities
Pre-employment Drug Testing and a Department of Justice Fingerprinting clearance through Federal, State and Child Abuse Index is a contingency for an offer of employment. Must be able to meet criteria to be eligible and maintain a PTGC Key Employee/Tier 1 Gaming License. Must possess a valid California Driver's License and be insurable by the Tribe.

Duties & Responsibilities
- Oversees the Paskenta Tribal Gaming Commission Licensing responsibilities to ensure compliance with the Tribe’s policies and regulations, as well as federal and state regulatory requirements.
- Coordinates with applicants, vendors, federal and State agencies to ensure timely and efficient application distribution, completion, and renewal of gaming licenses.
- Conducts fingerprinting and coordinates results and criminal history record information review, along with additional investigative procedures, that includes understanding charges and dispositions.
- Maintains records, compiles information, completes investigative reports and reports of license suitability, and submits appropriate forms to NIGC and State relevant to licensing and ensuring any discrepancies are appropriately addressed, and assisting applicants/employees, as needed.
- Uses all available resources such as jurisdictional court systems, court records and the internet to gather relevant background information on employee and vendor applicants and licensees.
- Conducts in-depth interviews with applicants. Works closely and cooperatively with other tribal entities to gather and share licensing information to make informed licensing suitability recommendations.
- Recommends license and enforcement actions, and coordinates appeals and hearings, as decided upon and needed.
- Maintains accurate and complete database records and electronic files for employee and vendor licensing that includes collecting information, issuing temporary and permanent licenses, and coordinating renewals.
- Assign access control for the gaming operations; and prints and issues badges, accordingly.
- Serves as the first point of contact for licensing system/database needs, including troubleshooting system features and capabilities.
- Responsible for coordinating system service calls and maintenance, and enhancement tickets.
- Coordinate new-employee orientation information and presentations, offering regulatory license reminders and sharing expectations.
- Serves as Local Area Security Officer and Criminal Justice Information System representative to ensure compliance; and stays abreast of regulations and changing requirements.
- Handle sensitive and confidential information with discretion, integrity, and sound judgment.
- Ability to read, interpret, and understand legal documents and regulatory terms, including criminal charges and dispositions. Understanding Criminal History Records Information also preferred.
- High level of organizational skills, and ability to communicate effectively.
- Demonstrated time management skills and efficiency in managing multiple tasks, deadlines, and projects.
- Ability to act independently but maintain an effective level of communication with supervisor and cross-functional teams.
- Demonstrated computer literacy, including proficiency in Microsoft Office, data management systems, fingerprinting, and other licensing and background software. Proficiency with PRYME systems and C-Cure access control systems is ideal, but not necessary.
- Excellent command of English language, spelling, grammar, and punctuation. Ideal candidate also has excellent command of Spanish language.
- Very strong interpersonal and effective communication skills, both written and verbal.
- Strong record keeping ability to maintain accurate and current files.
- Ability to exercise discretion, maintain strict confidentiality and always adhere to the Tribe’s Code of Ethics.
- Understanding of the requirements of gaming ordinances and tribal-state compacts, and minimum control requirements of the National Indian Gaming Commission; Particular understanding of the compliance requirements relevant to the Paskenta Band of Nomlaki Indians is preferred.
- Strong critical thinking and problem-solving skills in a fast-paced environment with ability to maintain composure and professionalism.
- Minimum of 21 years of age.
- Associate degree or two (2) or more years regulatory licensing experience or prior experience in casino operations, law enforcement, gaming compliance, gaming regulatory enforcement.
- Preferred experience working for and/or with federally recognized tribes, state, and federal agencies.
- Preferred experience with Live Scan fingerprinting, licensing management systems, and Tribal Access Portal of the National Indian Gaming Commission.
