POSITION SUMMMARY
The Director of Facilities is responsible for the planning, organizing and directing of the Facilities Department including strategic planning, budget preparation, safety, security and oversight of the Facilities Department for the Paskenta Tribal Government and Rolling Hills Clinics.
DUTIES & RESPONSIBILITIES
- Direct, plans and supervises the functions/activities on all Tribal lands
- Direct and evaluates department staff; ensures staff receive training related to the specific job tasks and responsibilities, as well as safety
- Performs personnel functions for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives with budget
- Prepares specifications for projects, equipment and contracted services; direct and schedule site and building projects performed by outside contractors/vendors
- Develop and implement policies and procedures to maintain a safe environment for patients, staff and visitors
- Develop and administer short and long-range plans for construction remodeling, and modernization of each facility
- Develop specifications and monitor results for cost-effective energy management systems
- Responsible for fixed assets management.
- Responsible for developing and implementing maintenance schedules for all tribal properties and buildings.
- Develops, implements and directs preventative maintenance and renovation programs for buildings, grounds, mechanical and electrical, utility and safety/security systems
- Responsible for the Facilities Department budget. Prepares and recommends operating and capital budget and controls expenditure within the budget
- Directs projects to ensure completion within established time frames, project design and budget
- Ensures compliance with fire safety codes and conducts regular fire drills.
- Oversees safety inspections and corrective actions for identified hazards.
- Responsible for risk assessment to maintain secure facilities and oversight of access control systems.
- Ensures proper handling, storage, and disposal of hazardous materials.
- Leads in the development and testing of emergency preparedness plans for national disasters, power outages and other incidents. Ensures emergency evacuation/response protocols/plans are developed and clearly communicated. Coordinates with local emergency responders and community agencies.
- Ensure cleanliness and infection control standards/protocols are maintained.
- Oversee the maintenance and reliability of essential utilities (electricity, HVAC, plumbing, medical gas systems) and developing contingency plans for utility failures.
- Comprehensive understanding of applicable building and operational codes and their application in health care facilities.
- Knowledge of federal and state rule and regulations affecting each facility.
- Responsible for ensuring that Rolling Hills Clinic buildings are organized, maintained and function in a manner, which meets CMS Conditions of Participation (Medicare/Medicaid Standards), OSHA compliance and other governing standards on a continuing basis.

MINIMUM QUALIFICATIONS & REQUIREMENTS
- Bachelors’ Degree in a related field from an accredited College/University and 10 years of Facilities leadership; or 15 years of Facilities leadership.
- Knowledge of construction, plumbing, electrical and HVAC systems is required.
- Facilities Management Professional (FMP) or Certified Facility Manager (CFM) is preferred.
- A valid Driver’s License is required and must be insurable.
- Excellent organizational skills including attention to detail and multi-tasking.
- Strong knowledge of Microsoft Office Suite.
- Ability to be decisive and work well under pressure.
- Working knowledge of project management.
- Must possess excellent leadership skills.

WORK ENVIRONMENT
Work is performed in government, health and dental clinics, working around the facilities and outdoors. The noise level in the work environment is usually moderate and at times you may be asked to enter small and tight spaces. May work with blood-borne pathogens and will require OSHA training.
