The Field Investigator determines compliance with contractor licensing requirements for residential and commercial properties, including investigations into complaints related to unlicensed contractor and contractor related complaints. Locates and investigates complaints, enforces state statues, contractor licensing requirements, and carries out related duties to ensure adherence to legal and professional standards.

Essential Job Functions

  • Investigates to determine compliance and enforces Pasco County Code of ordinances within residential and commercial properties to include complex investigations of business practices with contractor licensing and other related duties.
  • Performs field investigations and issues warnings, notices of violation, or citations for violations of Pasco County Code of ordinances and/or contractor licensing statutes.
  • Frequently responds to citizen inquiries via telephone, email, or in person regarding inquiries and complaints.
  • Maintains accurate documentation on all investigations and other job-related activities, including photographs.
  • Prepares and evaluates findings and facts. Presents oral and written reports in an accurate and concise manner to courts, commissions, boards, state and local law enforcement agencies as needed. Attends legal meetings to testify in Pasco County court and/or the Pasco County Construction Board.
  • Handles special investigations, or assignments, as requested by the Supervisor.
  • Occasionally requires work involving lifting, moving, pushing and pulling of heavy objects weighing up to 40lbs.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of county building ordinances and policies, state statutes, field investigation and contractor licensing.
  • Knowledge of materials and methods used in general building construction and contractor licensing requirements.
  • Ability to work with stringent deadlines to present facts and findings from research and observation to the complainants, violators, public agencies, and the public through clear and concise verbal, written or visual communication.
  • Ability to exercise good judgement with safeguarding sensitive and confidential information.
  • Ability to exercise sensitivity of diverse cultures and individuals to include diplomacy, impartiality, and sound judgment.
  • Ability to adjust work schedule.
  • Ability to work independently.
  • Ability to use a laptop, tablet, desktop computer, printer, scanner, smartphone, and related software.
  • Ability to document, collect evidence, and present findings to Pasco County court of law, the Pasco County Construction Board, or the (DBPR) Department of Business Regulation.
  • Ability to prepare detailed written reports with accuracy.
  • Ability to establish and maintain effective working relationships with staff, supervisors, other agencies, and the public.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 40 pounds and push or pull heavy objects. Ability to communicate effectively using verbal, written and visual communication. Requires stooping, bending, standing for extended periods of time, walking on uneven surfaces for long distances, occasionally at a fast pace. Ability to work outdoors in adverse weather conditions. Ability to operate, enter and exit county vehicle frequently.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and one (1) year of construction experience in either of the following trades: Building, Electrical, Mechanical or Plumbing. One (1) year of experience in general law enforcement, criminal justice, civil investigations or the Florida Department of Business Regulation (contractor licensing) is preferred. Proficient using a laptop, tablet, desktop computer, printer, scanner, smartphone and related software required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
