Highland Chocolates, a program under Partners In Progress, Inc., is located in Wellsboro, Pennsylvania. Our production team includes approximately 10 Chocolatiers and Production Associates, two Line Supervisors, an Operations Manager, and a variety of support and retail staff.
Known for our famous Pretzel Bark, Highland Chocolates also produces hundreds of molded chocolates, fresh fudge, sweet snack mixes, and handcrafted gifts. This position offers a unique opportunity to lead production operations while making a meaningful impact in the lives of individuals with disabilities.
Position Summary
The Production Manager oversees daily production operations, supervises production staff and program participants, coordinates inventory and workflow, and ensures compliance with applicable regulations. This position plays a key role in maintaining product quality, meeting production goals, supporting vocational training, and promoting a safe, positive work environment.
Schedule: Full time, 40 hrs per week. Typically Monday through Friday Day Shift however some evenings are required during heavy production times (leading up to Holidays) and occasional Saturdays required for special events or tours.
Pay: $21.50 - $26.50 per hour

Production & Operations
- Organize and schedule workflow for Line Supervisors and Production Workers to meet customer orders and maintain appropriate inventory levels.
- Coordinate seasonal production planning and execution with the Operations Manager.
- Process Production Sheets weekly and ensure production data is entered into data system.
- Conduct weekly and seasonal inventories of supplies and finished products.
- Oversee wholesale and corporate order fulfillment, including counting, pulling, packing, shipping, and invoicing as assigned.
- Maintain and order supplies in a timely and cost-effective manner.
- Complete monthly building inspections and coordinate equipment maintenance needs.
- Provide supervision and support to Line Supervisors, Production Associates, and program participants.
- Work directly with individuals receiving services to teach vocational and life skills, including following directions, packaging, shipping, sales, workplace hygiene, and work schedules.
- Develop and implement meaningful vocational activities for program participants during periods of reduced production.
- Maintain documentation related to Individual Support Plan (ISP) goals and outcomes of program participants.
- Ensure compliance with applicable Chapter 2390 regulations and other licensing requirements.
- Work collaboratively with regulatory agencies, including the Office of Developmental Programs, Human Services agencies, the Department of Agriculture, and others.
- Assist with fundraising activities, bus tours, community events, trade shows, and special promotions.
- Determine product recipes and weights and collaborate with management regarding product pricing.
- Provide exceptional customer service in the retail store when needed.
- Safely transport program participants as required to meet program needs.
- Administer first aid after appropriate training.
Education
Applicants Must Possess One Of The Following
- Bachelor's Degree in Business Engineering, or a related field; OR
- Associate Degree in Business Engineering, or a related field plus two (2) years of industrial work experience; OR
- High School Diploma/GED plus four (4) years of industrial work experience.
- Experience working with individuals with intellectual and developmental disabilities preferred.
- CPR and First Aid certification preferred or willingness to obtain.
- Strong organizational, leadership, and communication skills.
- Ability to exercise creativity, flexibility, and sound judgment.
- Appreciation for and commitment to supporting individuals with diverse abilities.
